This document provides responses to contractor questions regarding the C-UAS Device solicitation (FA480326Q0054), specifically concerning the requirement for spoofing.

• Question 1 (Spoofing Requirement): The government clarified that spoofing is required for UAS operating without active RF command-and-control links, as they still rely on GNSS for navigation. The intent is to ensure effectiveness against autonomous UAS.
• Question 2 (Alternative Effects): The government stated that systems providing operationally equivalent effects without traditional spoofing techniques will NOT be considered acceptable.

These clarifications confirm that traditional spoofing techniques are a mandatory requirement for this opportunity, and alternative methods achieving similar effects are not acceptable.

• Offer validity period: Prices must be valid through September 30, 2026.

• Evaluation Factors: Award will be made to the vendor offering the best value, considering technical acceptability (compliance with salient characteristics), price, and delivery time. The government intends to award without discussions but reserves the right to conduct them.

• This acquisition is set aside 100% for Small Business.

• The solicitation incorporates FAR clauses by reference, including those related to SAM registration, instructions to offerors, and payment instructions via Wide Area WorkFlow (WAWF).

• DFARS clauses related to safeguarding covered defense information and prohibition on certain telecommunications equipment are included.
