Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for Architect and Engineering (A-E) Services to support the U.S. Fish and Wildlife Service (FWS) with Seismic Evaluations of Existing Buildings. The FWS is anticipating awarding two (2) Firm-Fixed Priced, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.

Services include comprehensive technical A-E services for seismic evaluations of existing buildings nationwide. This includes:

• Tier 1 Screening: Initial phase to identify potential seismic deficiencies.

• Tier 2 Evaluation: Complete analysis of buildings using simplified methods.

• Title I Services: Project appraisal/conceptual design, including field investigations, preliminary designs, and cost estimates.

• Title II Services: Project final design, including detailed engineering analysis and construction documents.

• Title III Services: Construction management, inspection, and progress reporting.

• Contract Type: Firm-Fixed Priced, Indefinite Delivery/Indefinite Quantity (IDIQ).

• Period of Performance: Five (5) year ordering period.

• Estimated Value: Not to exceed $500,000 per contract over the five-year period.

• Minimum Guarantee: $500 per contract.

• Task Orders: Firm-fixed price, negotiated and awarded on an as-needed basis, ranging from $12K to $75K.

• Submission Type: Standard Form (SF) 330, Architect-Engineer Qualifications.

• Submission Deadline: June 2, 2026, by 12:00 PM EST.

• Evaluation Criteria: Primarily based on professional qualifications, specialized experience, technical competence, past performance, and capacity/management capabilities.

• Total Small Business Set Aside: Two awards will be specifically set aside for small businesses.

• NAICS Code: 541330, Engineering Services.

• Small Business Size Standard: $25.5 million.

• Offerors must be registered in the System for Award Management (SAM).

• Offerors must obtain a Unique Entity Identifier (UEI).

• Specific requirements for SF 330 submission, including page limits and font sizes, are detailed in the solicitation.

• The solicitation incorporates numerous FAR clauses by reference.

Statement of Work (SOW)

To evaluate seismically-at-risk buildings owned or leased by the U.S. Fish and Wildlife Service (Service) to determine if they meet desired performance objectives. The findings will help the Service identify, quantify, and prioritize mitigation of seismically deficient buildings, thereby reducing seismic risk and ensuring the continued performance of essential functions.

This contract requires architect-engineer (A/E) services for seismic evaluations of buildings. Services include:

• Evaluation of structural, nonstructural, and foundation seismic hazards.
• Evaluation of geologic seismic site-hazards.
• Development of conceptual seismic mitigation measures.
• Rough order-of-magnitude estimation of mitigation costs.
• Production of seismic evaluation reports.

The A/E will be required to complete Tier 1 or Tier 2 seismic evaluations of existing buildings located on Service facilities nationwide. The government may also request additional Title I, Title II, or Title III A/E seismic engineering services.

• Determine seismic hazard and seismicity using available information.

• Coordinate with regional and facility personnel regarding as-built information and site visits.

• Review existing as-built information.

• Determine building common types and benchmark applicability.

• Conduct site visits and complete required Tier 1 checklists.

• Perform full-building or deficiency-only Tier 2 evaluations.

• Incorporate Rapid Visual Screening findings.

• Prepare seismic evaluation reports.

• The period of performance is five years, including a 1-year base period and four 1-year option periods.

• A/E travel may be required to regional offices throughout the continental US and Alaska, and to Service facilities nationwide for site visits.

• Other services will be performed at the A/E's facilities.

• Tier 1: Completed checklists, quick check calculations, and recommendations for follow-up actions.

• Tier 2: Seismic evaluation reports.

• All deliverables (draft and final) will be submitted electronically in PDF format.

• Evaluations must be in accordance with the Standards of Seismic Safety for Existing Federally Owned or Leased Buildings (ICSSC RP8) and current national consensus codes and standards referenced therein, as well as EO 13717.
