This solicitation is to inform potential offerors that Canandaigua, NY VA Medical Center will be posting a solicitation (36C24226R0001) on or around November 18, 2025, for A/E DESIGN CONNECT FORCE MAIN TO COUNTY SEWER. All work is to be performed at the Canandaigua, NY VA Medical Center.
General scope of work includes:
The general scope of this project is to provide AE design services for Connecting the force main sewer of the VA Medical Center to County Sewer project.
The Work includes:
Design a new lift station to be located at the Baseball Field on County Road 4 based on the design manual attached.
Connect the VA gravity main from the manhole at the north end of Brushwood Lane to the new lift station located, bypassing the existing wastewater treatment plant (WWTP).
Connect the new lift station to the County sewer at the tie point specified by the County near Oliver Street.
Provide the decommissioning of the existing wastewater treatment plant (WWTP) and outfall from existing plant, must be in accordance with all applicable DEC codes.
Provide a clear outline of the new system and the location of the new lift station for the County's maintenance following construction.
The design must show details of electrical requirements for the new lift station and backup generator.
The design must show abandoning of old lines and decommissioning of old WWTP.
Develop a phasing plan that ensures the wastewater treatment plant (WWTP) remains operational until the connection to the new lift station is completed by Ontario County. This process may necessitate considerable coordination with Ontario County, Town of Canandaigua, City of Canandaigua, Railroad, and State jurisdictions.
Provide a detailed asbestos and lead survey to construct an NFPA/Life Safety Code and an all- building code compliant project, if applicable.
All designs will follow, but not be limited to, VA Space Planning Specifications, in conjunction with the VA Master specifications as outlined in VA Handbook 7610. The design will be completed in a manner that the estimated construction cost is within the VA budget of $3.5 million.
It has been determined that there are enough qualified Service-Disabled Veteran Own Small Business (SDVOSB) firms that are capable of performing under NAICS Code 238220, Plumbing, Heating, and Air-Conditioning Contractors", with a size standard of $19M. Therefore, this procurement is 100% set-aside for SDVOSB. The magnitude of the project is between $250,000 and $500,000. Information regarding the scheduled site visit will be stated in the Solicitation. It is anticipated that this contract will be awarded o/a December 2025.

SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation by the time of bid opening.
