Project Scope
The selected A/E team will provide all labor, materials, tools, and equipment to furnish Design Documents (DD) and Construction Documents (CD). The primary objective is to replace underground fire protection (including hydrants), domestic water, and natural gas mains that have not been significantly updated since the 1940s. The design must meet current VA guidelines, EPA requirements, VA Specifications, and local Altoona VA Medical Center requirements. The A/E will design new utility systems, locate existing underground utilities, and determine optimal routing. Deliverables include schematics, design development, construction documents, design narratives, computations, site surveys, and cost estimates.
Contract Details
This will be a Firm Fixed Price (FFP) contract. The Period of Performance is 180 calendar days from the Notice to Proceed, with A/E submittals required at 30%, 60%, and 95% completion. The Magnitude of Construction Cost is estimated between $1,000,000.00 and $5,000,000.00. A separate fee will be required for construction period services, including site visits and reviews.
Eligibility & Submission
This opportunity is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. The applicable NAICS Code is 541330 (Engineering Services) with a size standard of $25.5 Million. Respondents must be registered in SAM.gov and verified in the SBA's VetCert program (https://veterans.certify.sba.gov/) at the time of Phase I submittal; failure to do so will result in disqualification. SF 330s are due by June 6, 2026, at 2:00 PM ET. All questions must be submitted in writing via email to christopher.clements1@va.gov or elijah.mcintosh@va.gov; no telephone requests will be honored. Evaluation Criteria
This is a Best Value two-phase A/E selection. Phase I will evaluate SF 330s based on the following criteria, in descending order of importance:
- Professional Qualifications: Firms and A/E staff must be licensed in Pennsylvania, with a minimum of 5 years' experience, relevant education, training, certifications, and team working history. Key positions include Architect, CADD Technician, Estimator, Civil Engineer, Electrical Engineer, Environmental Engineer, Fire Protection Engineer, Industrial Hygienist, Mechanical Engineer, Plumbing, Project Manager, Quality Assurance, Structural Engineer, Geotechnical, and Physical Security Specialists.
- Specialized Experience: Focus on upgrading facility utility services, fire protection, domestic water, and natural gas distribution. Experience in critical path scheduling, fire protection protocols, energy conservation, and sustainable design is also required. Offerors should include up to six relevant government and private projects.
- Capacity: Ability to meet compressed schedules, detailing current project workload and indefinite delivery contract values.
- Past Performance: Evaluation of contracts with government agencies and private industry, including CPARS, cost control, quality, schedule compliance, claims history, and firm reputation. Past Performance Questionnaires (PPQs) are accepted if CPARS data is unavailable.
- Locality: Understanding of local conditions, site features, climate, construction methods, and local laws relevant to the Altoona, PA project site.
- Construction Period Services: Experience in field inspections, submittal reviews, RFI responses, construction contract changes, and as-built documentation. A Secondary Selection Criterion (Geographic Location) will be used as a tiebreaker. Offerors must certify 50% SDVOSB performance capability.
