Opportunity Details

  • Project Scope: Provide comprehensive AE services for Project 528A6-24-608, encompassing investigative and schematic design, construction documents (including Mechanical, Electrical, Plumbing, and Architectural work), NFPA/Life Safety Code review, and asbestos review. The design must adhere to VA Space Planning and Master Specifications, as well as all local, state, and federal codes.
  • Key Deliverables: Phased drawings for abatement, demolition, and construction; contract specifications utilizing VA Master Specifications; cost estimates in RS Means format; and as-built drawings in PDF and AutoCAD 2025 formats.
  • Technology Requirement: Use of Autodesk Construction Cloud Build (ACC) is mandatory for project documentation and coordination. Licensing and training will be provided by Bath VAMC.

  • Submission Deadline: January 29, 2026, 12:00 PM Eastern Time.
  • Page Limit: The SF 330 submission has a maximum limit of 60 pages. Copies of valid state registration for lead designers and current SDVOSB/VOSB certifications do not count against this limit if submitted as separate attachments. SF 330 Part IIs and past performance reports do count towards the page limit.
  • Evaluation Factors: Professional Qualifications, Specialized Experience and Technical Competence, Capacity, Past Performance (requiring a completed CPARS/ACASS or the provided Past Performance Questionnaire), Location (firms must be within 450 miles of Bath, NY VAMC), Subcontracting Commitment (SDVOSB/VOSB/Small Business), Construction Period Services Experience, Personnel Experience and Teamwork, and Claims Record.
  • Eligibility: Firms must be registered in SAM and verified as SDVOSB in the Dynamic Small Business Search (DSBS) at the time of submission.

  • The total cost of design, plans, drawings, and specifications shall not exceed six (6) percent of the estimated construction cost.
