Questions & Answers / Clarifications

This document provides answers to Requests for Information (RFIs) received regarding Solicitation 36C24226R0047 for the "Design Renovate Building 76 Restrooms" project at the Bath VA Medical Center.

• State Registration: A copy of valid state registration for each lead designer is required, either on the SF 330 or as a separate attachment. This does not count against the 50-page limit if submitted separately.
• SDVOSB/VOSB Certification: A copy of current SDVOSB/VOSB certification from veterans.certify.sba.gov is required, either on the SF 330 or as a separate attachment. This does not count against the 50-page limit if submitted separately.
• SF 330 Part IIs: Submissions of Part IIs for prime and subcontractors count towards the 50-page limit.
• Past Performance Reports: Past performance reports count towards the 50-page limit.
• Page Count Increase: Due to the inclusion of the above documents, the maximum page count has been increased to 60 pages.
• Past Performance Questionnaire (PPQ): A PPQ form was referenced but not included in the original solicitation. The required PPQ form is attached to this clarification document.

The page limit for submissions has been increased from 50 to 60 pages. A Past Performance Questionnaire (PPQ) form has been provided as an attachment.

Statement of Work (SOW) / Performance Work Statement (PWS)

To design the renovation of (15) restrooms in Building 76 and replace existing flooring within the Urgent Care Center at the Bath VAMC. The design must meet VA Space Planning Specifications, VA Master specifications, and all local, state, and federal codes, while staying within the VA budget for construction costs.

• Provide investigative and schematic design services, construction documents (including submittals, working drawings, specifications, cost estimates), and shop drawing review.

• Services include Mechanical, Electrical, Plumbing, and any other Engineering or Architectural work.

• Final design submission must include phased drawings for abatement, demolition, and construction to allow continuous use with minimal interruption.

• Conduct NFPA/Life Safety Code review and an asbestos review.

• Provide contract specifications utilizing VA Master Specifications, edited for the project and submitted electronically and in hard copy.

• Attend design review meetings and conduct site visits for information gathering.

• Assess project scope and develop a final design and cost estimate in coordination with Medical Center staff and other government entities.

• Deliver drawings, specifications, and cost estimates at 30%, 60%, 90%, and 100% review stages.

• Provide as-built drawings in both PDF and AutoCAD 2025 formats.

• Project completion of construction documents is to be 180 calendar days from award of contract.

• Construction phase includes on-site inspections and review of contractor submittals.

• Post-construction phase includes developing record documentation sets within 3 months of construction completion.

• Designs must adhere to VA Space Planning Specifications and VA Master specifications.

• All designs must comply with local, state, and federal codes.

• Use of Autodesk Construction Cloud Build (ACC) is required for project documentation and coordination. Bath VAMC will provide licensing and training.

• No Personnel Identifying Information (PII), Personal Health Information (PHI), or financial information is to be stored in ACC.

• Final cost estimate for construction must be in RS Means formatting and provided in an editable Excel document.

Solicitation / RFP / RFQ

This is a solicitation for Architect-Engineering (AE) services for Project 528A6-24-608, which involves the design and renovation of fifteen (15) restrooms in Building 76, and the replacement of existing flooring within the Urgent Care Center at the Bath VA Medical Center in Bath, NY. The government is seeking professional design services including site investigation, assessment, and preparation of a complete construction document package.

• Evaluation Factors: Professional Qualifications, Specialized Experience and Technical Competence, Capacity, Past Performance, Location, Subcontracting Commitment (SDVOSB/VOSB/Small Business), Construction Period Services Experience, Personnel Experience and Teamwork, Claims Record.

• This procurement is a 100% Service-Disabled Veteran Owned Small Business (SDVOSBC) Set-Aside.

• Firms must be registered in SAM and verified as SDVOSB in Dynamic Small Business Search (DSBS) at the time of submission.

• Compliance with VAAR clauses 852.219-75 and 852.219-73 regarding subcontracting limitations for SDVOSBs is required.

• This announcement is not a Request for Proposal (RFP).

• The government will not pay for response preparation costs.

• Firms must indicate the percentage of contract performance cost expended by their employees and any subcontractors/consultants, identifying their business type (SDVOSB, VOSB, 8(a), small, large, etc.). Failure to do so will result in a nonresponsive submittal.

• The total cost of design, plans, drawings, and specifications shall not exceed six (6) percent of the estimated construction cost.

• Firms must be within 450 miles of the Bath, NY VAMC for the location criterion.
