Scope of Work
AE services include Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, construction monitoring, and project closeout services for the demolition and replacement of dry sprinklers. The estimated construction cost for the Bath project is between $2,000,000.00 and $5,000,000.00. The A/E shall deliver 100% bid documents within 180 calendar days from the Notice to Proceed.

Eligibility & Set-Aside
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Firms must be registered in SAM.gov and verified as SDVOSB in SBA's Small Business Search at the time of submission. Firms must indicate the percentage of contract performance cost expended by their own employees and by any consultants/subcontractors, identifying all by name, location, and business type. Failure to provide this information will deem the SF330 non-responsive.

Evaluation Criteria
Evaluations will be in accordance with FAR Part 36.602-1a, focusing on:
- Professional Qualifications: Key personnel, technical team, and required licenses (Fire Protection Sprinkler Engineering, Architectural Engineering/Interior Design Engineering, Electrical and Controls Engineering, Operations and Project Phasing Certification).
- Specialized Experience and Technical Competence: Experience with fire sprinkler system design, integration with existing fire control systems, staging in healthcare, site survey skills, guidance to contractors, commissioning, construction site inspections, documentation review, and government designs.
- Capacity: Ability to plan, manage, and concurrently perform multiple projects.
- Past Performance: Quality of work, compliance with schedules, cost control, and customer satisfaction (CPARS/ACASS or PPQ required).
- Location: Within a 400-mile radius of Bath, NY and Canandaigua, NY, and knowledge of the locality.
- Claims: Record of significant claims against the firm due to improper or incomplete A-E services.
Weighting: Criteria 1 and 2 are considered most important and equal. Criteria 3 through 6 are slightly less important but equal among themselves.
