Quick Summary

The Department of Veterans Affairs, Network Contracting Office (NCO) 7, intends to award a sole-source, firm-fixed-price contract to Miller-Remick, LLC for Architect/Engineer (A/E) Construction Period Services (CPS). This is for Project No. 534-24-102, Renovate SPS Spaces, located at the Ralph H. Johnson VA Health Care System, Charleston, SC. This notice is an Intent to Sole Source and not a request for competitive proposals.

Scope of Work

The requirement is to retain the A/E designer of record (DOR) to provide essential post-award engineering services throughout the construction phase. Key services include, but are not limited to:

  • Construction submittal reviews
  • Responses to contractor Requests for Information (RFIs)
  • Execution of design changes and potential design modifications
  • Attendance at necessary site visits and construction-related meetings

The primary objective is to ensure the DOR's design is properly executed, adjusted, and interpreted to deliver a complete and usable facility consistent with the original design intent. The design contract is 100% complete, and while funding has expired, CPS services are critical as construction continues.

Submission & Evaluation

This notice IS NOT a request for competitive proposals, and no solicitation will be issued. However, any System for Award Management (SAM) registered firm that believes it can meet the requirement may submit a written notification to the Contracting Officer. This notification must be in the form of a capability statement, explaining how the firm would effectively and efficiently operate in the same footprint as the current A/E contractor. Responses will be used for market research to determine if an alternative approach or competitive procurement is warranted. The Government retains sole discretion in this determination. No reimbursement will be provided for developing a response.
