Submission & Eligibility
Interested firms must submit a Capability Statement via email, limited to 10 pages. The statement should include:

- Interest in bidding on a future solicitation.
- Capability to perform similar work (1-3 examples from the past 5 years, including project description, customer, timeliness, satisfaction, and dollar value).
- CVE certification as a Veteran-owned business.
- Socio-economic status for NAICS code 541310.
- Joint Venture information (if applicable).
- Bonding Capability (letter from Surety).
Firms must be registered in SAM.gov and qualified as an SDVOSB under NAICS code 541310. SDVOSBs must also be registered in the SBA registry (veterans.certify.sba.gov) by the response date. The prime architect must certify that no more than 50% of the contract amount will be paid to non-certified SDVOSB firms.
