The A/E firm will develop comprehensive, stand-alone Construction Documents, Reports, and Specifications. The estimated magnitude of the resultant construction project is between $500,000 and $1,000,000.
Contract Details
This is a request for A/E services under the Brooks Act and FAR Subpart 36.6. An award of a Firm Fixed Price contract is anticipated, with an estimated design completion time of approximately 150 calendar days. The selected A/E firm may also be required to perform construction services if a construction project contract is awarded. The NAICS Code is 541330 (Engineering Services) with a small business size standard of $25.5M.
Eligibility & Submission Requirements
This procurement is 100% set-aside for SDVOSB firms. Offerors must be verified and listed as certified in the SBA Certification Database (https://veterans.certify.sba.gov). Firms must submit one (1) completed Standard Form 330 (SF 330) qualification package, Parts I and II, including all consultants. The SF 330 must include an organizational chart (Part I, Section H) and a design quality management plan. Submissions must be in PDF format, not exceeding 20 MB, and emailed. The SF 330 package, including additional pages, must not exceed sixty-five (65) pages. Firms must also certify compliance with VAAR 852.219-75, which limits subcontracting to non-SDVOSBs to no more than 50% of the contract amount. Registration in SAM.gov is required.
Evaluation Criteria
SF 330 submissions will be evaluated based on the following factors, in descending order of importance:
- Professional Qualifications: Resumes of key team members (Project Manager, Designers of Record, Quality Control Manager) with relevant project experience (3-5 projects in 10 years). Designers of Record must be registered in Missouri or a recognized state.
- Specialized Experience & Technical Competence: Experience in healthcare facilities, specifically designing for high-cost medical equipment site preparation, and incorporating relevant codes (3-5 relevant projects in 10 years).
- Capacity to Accomplish Work: Current workload, staffing levels, and ability to meet project timelines, including compliance with VAAR 852.219-75 on subcontracting limitations.
- Past Performance: Recent and relevant contracts with government agencies (emphasis on VA) and private industry, including CPARS or questionnaires (5 completed projects).
- Estimating Effectiveness: Information on five most recently awarded construction projects designed by the A/E team, comparing estimated vs. actual construction award price.
