Set-Aside & Eligibility
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Firms must be verified and listed as certified in the SBA Certification Database (https://veterans.certify.sba.gov). Firms must also certify compliance with VAAR 852.219-75 (Limitations on Subcontracting for Services), ensuring no more than 50% of the contract amount is paid to non-SDVOSB firms.
Submission Requirements
Interested A/E firms must submit one (1) completed Standard Form 330 (Parts I and II), including all consultants, an organizational chart, and a design quality management plan. Submissions must be in PDF format, no larger than 20 MB, and emailed. The total SF 330 package, including additional pages, cannot exceed 65 pages (8-1/2 x 11 inches). A signed Attachment 1 (VAAR 852.219-75 Certificate of Compliance) is mandatory.
Evaluation Criteria
Selection will be based on FAR 36.602-1, with factors listed in descending order of importance:
- Professional Qualifications: Resumes of key personnel (PMs, Designers of Record, QC Managers), Missouri registration for Designers of Record, and relevant project experience.
- Specialized Experience & Technical Competence: Experience in health care facilities, site preparation for high-cost medical equipment, and relevant codes, demonstrated through 3-5 completed design and construction projects within the last 10 years.
- Capacity to Accomplish Work: Firm's workload, staffing capacity, availability of project team, and compliance with subcontracting limitations.
- Past Performance: Five (5) relevant project Final CPARS or similar documentation, emphasizing VA work, cost control, quality, and schedule compliance.
- Estimating Effectiveness: Information on the five most recently completed construction projects designed by the A/E team, including estimated vs. actual costs.
- Claims, Terminations, and Litigation: Record of significant claims or terminated contracts, and litigation involvement over the past five years.
