Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional Architect/Engineer (A/E) services for the 100% design and construction administration for improvements to Building 79 at the VA Northern Indiana Health Care System, Marion Campus.

• Design Services: Schematic Design, Design Development, Construction/Bid Documents, Technical Specifications, and Cost Estimates.

• Construction Administration: Services during the construction phase.

• Building 79 Improvements: Design to accommodate Carpenter Shop, Locksmith, Plumbing Shop, and upgrades to the existing Central Fabrication Unit (Prosthetics), including HVAC and fire protection.

• Key Design Considerations: IT closets, EHRM requirements, demolition of existing utilities, roofing, façade, civil site work, fire protection, HVAC (rooftop penthouse - steam), freight elevator, interior design, MEP, physical security (cameras), and abatement of lead and asbestos.

• Certified Industrial Hygienist (CIH) Services: Required for abatement, including background sampling, air monitoring, inspections, VA representative support, final inspection, and certification.

• Schematic Design: Must include a comprehensive study and report of existing conditions (HVAC, electrical, structural, architectural, plumbing, fire protection, asbestos, etc.).

• Penthouse Design: Design two penthouses for new air-handling equipment.

• Construction Duration: A/E to provide a preliminary construction duration period for bidder review.

• Equipment & Furniture Schedules: Develop schedules for necessary equipment and furniture.

• VA Technical Information Library (TIL): Designs must adhere to standards and criteria found in the VA TIL, including adopted codes and standards (OSHA, IBC, NEC, NFPA, ASME, ABAAS, ACI, AISC, ASHRAE, etc.).

• Design Independence: Designs must be independent of future construction projects and not include furniture/equipment procured separately unless directed.

• BIM/CAD Requirements: All drawings and models must adhere to VA BIM/CAD standards, utilizing Revit 2025 or later. Deliverables include 3D models, facility data, and Revit data files.

• Phasing Plan & Deduct Alternates: Develop a phasing plan and deduct bid alternates based on a construction funding limit of $10,000,000.00.

• A/E to submit drawings and specifications at various stages (35%, 65%, 95%, 100%).

• Submittal review turnaround time: 7 calendar days.

• RFI response time: 7 business days.

• Site visits: Pre-bid conference, pre-construction conference, 10 general construction inspections, 2 intermediate A/C inspections, 2 final inspections.

• Commissioning: A third-party commissioning agent will be employed by the A/E to certify design and construction meet Federal Mandates.

• Cost Estimating: A third-party construction cost estimator will be employed by the A/E.

• Place of Performance: Building 79, VA Northern Indiana Health Care System, Marion Campus, 1700 E. 38th Street, Marion, IN 46953.

• Design Timeframe: Approximately 200 days for Schematic Design, Design Development, Construction Documents, Technical Specifications, and Cost Estimates.

• A/E must provide Certified Industrial Hygienist services.

• A/E must employ a third-party commissioning agent.

• A/E must employ a third-party construction cost estimator.

• Ownership of all CAD files, Revit BIM Model, and Facility Data transfers to the VA upon Closeout Submittal.

• Designs must be complete and usable without reliance on future projects.

• Designs must incorporate VA adopted codes and standards, with conflicts reported to the VA.

• A/E must certify design independence and provide a signed letter on company letterhead.

• All drawings and models must adhere to VA BIM/CAD requirements, using Revit 2025 or later.

Solicitation / RFP / RFQ

This is a pre-solicitation notice seeking qualified Architect-Engineering (AE) firms to provide professional services for a 100% design to remodel Building 41 at the VA Northern Indiana Health Care System, Marion Campus. Services include Schematic Design, Design Development, Construction/Bid Documents, Construction Administration, Technical Specifications, and Cost Estimates.

• Full design services for Building 41 remodel.

• Compliance with Federal Acquisition Regulation (FAR) 52.236-25 for designer registration.

• Submission of Standard Form 330 (SF330) "Architect / Engineer Statement of Qualifications".

• SF330 to not exceed 55 pages (or 60 pages as per SOW), single-spaced, size 12 font, white/ivory stock.

• Deliver SF330 as a PDF file via email, not exceeding 18 MB (or 15 MB as per SOW).

• The attached Statement of Work (SOW) supersedes this notice in case of conflict.

• Contract type: Firm-fixed price.

• Award will be a Single Award Contract.

• Submission Deadline: June 12, 2026, 10:00 AM EST.

• Evaluation Criteria (descending order): Professional qualifications, specialized experience/technical competence, capacity, past performance, geographical location, construction period services experience, and commitment to subcontracting with small businesses (including SDVOSB/VOSB).

• Firms will be evaluated and ranked based on criteria detailed in the continuation pages and addressed in Part H of the SF330.

• The top-ranked firm is expected to receive a pricing solicitation and conduct negotiations.

• Total Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) AE firms.

• Firms must be registered in the SBA's Veteran Small Business Certification (VetCert) database.
