This is a presolicitation notice for Architect and Engineer (A/E) services for the "FCA-Renovate Bldg 23 to Modernize Prosthetics" project at Jefferson Barracks VAMC in St. Louis, Missouri. The project aims to modernize Building 23 to improve efficiency, patient care, administrative services, and safety, addressing facility condition deficiencies. The procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms and is being conducted in accordance with the Brooks Act and VAAR.

• Design services for the renovation of Building 23, including approximately 8600 SF on the 1st floor and 5200 SF on the Ground floor.

• Modernization of prosthetics operations, including new office space for administrative and clinical staff.

• Upgrading of building systems (Mechanical, Plumbing, Electrical, Fire Alarm & Fire Protection).

• Replacement of the original freight elevator.

• Provision of new, right-sized restrooms on the 1st floor (staff and patients/visitors) and Ground floor (staff only).

• Roof and window replacement for Building 23.

• Update of wayfinding signage.

• Correction of Facility Condition Deficiencies within the renovated space.

• Design must accommodate phasing to allow Prosthetics operations to continue during construction.

• Hazardous materials identification, abatement design, and removal design (asbestos, lead).

• A/E firm will also be required to perform construction services if a construction contract is awarded.

• Contract type anticipated: Firm Fixed Price.

• Estimated construction project magnitude: $5,000,000 to $10,000,000.

• Design completion timeframe: Anticipated 244 calendar days after Notice to Proceed.

The project aims to modernize Building 23's physical infrastructure to improve patient care, administrative services, and operational safety. This procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms and is being conducted in accordance with the Brooks Act and FAR Subpart 36.6.

• Design and construction documentation for the renovation of Building 23, including approximately 8600 SF on the 1st floor and 5200 SF on the Ground floor.

• Upgrading building systems (Mechanical, Plumbing, Electrical, Fire Alarm & Fire Protection).

• Replacement of the building's freight elevator.

• Provision of new, right-sized restrooms on the 1st floor (staff, patients/visitors) and Ground floor (staff only).

• Roof and window replacement for Building 23.

• Updating wayfinding within Building 23.

• Correction of Facility Condition Deficiencies (FCA) within the renovated space (not exceeding 75% of project cost).

• Design must accommodate phasing to allow Prosthetics operations to continue during construction.

• A/E firm must be capable of performing construction period services, including field inspections, submittal reviews, RFI responses, and change order support.

• Hazardous material surveys and design must comply with NESHAP requirements.

• Design must incorporate energy efficiency improvements and meet current codes and VA Standards.

• Contract type is anticipated to be Firm Fixed Price.

• Award is anticipated no later than June 2026.

• The A/E design timeframe is estimated at 244 calendar days.

• The magnitude of the construction project is estimated between $5,000,000 to $10,000,000.00.

• The A/E must design within this budget and incorporate bid items for a potential 10% budget reduction.
