A&E Services Required

The A&E firm must provide basic professional services including Project Management, Architectural, Mechanical, Electrical, Communication, Plumbing (with Fire Protection), Structural, Interior Design, VPIH (VA Professional Industrial Hygienist), Cost Estimator, and a 3rd Party Fire Protection Review. Key deliverables span Site Investigation & Design Narrative, Schematic Design, Design Development, Construction Documents (95%, 100%), and Construction Period Services. Hazardous material abatement design and oversight are critical. Designs must comply with VA Sustainable Design Manual and Federal Energy Management Guiding Principles Checklist.

Contract Details & Timeline

This is an anticipated Firm Fixed-Price contract. The A&E shall deliver final construction documents within 266 days after the Award/Notice to Proceed. The estimated construction budget is $4,801,068.00, and the A&E must design within this limitation, incorporating bid items for a potential 20% budget reduction. Award is anticipated no later than July 27, 2026.

Submission & Evaluation

Firms must submit one (1) original completed SF 330 qualification package (Parts I & II) via email to Kevin.Mahoney3@va.gov by May 29, 2026, 3:00 PM Central Time. The SF 330 PDF must not exceed 10 MB. Evaluation will be based on VAAM M836.602-1 criteria, including professional qualifications, specialized experience, capacity, past performance, reputation, claims/terminations, commitment to SDVOSBs, and experience in construction period services. The most highly rated firm will be required to visit the site before submitting a price proposal.

Eligibility

This opportunity is 100% restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms. Firms must be certified in the SBA certification database (https://veterans.certify.sba.gov/) and comply with subcontracting limitations (not more than 50% to non-SDVOSB firms). Firms must also be registered in SAM.gov and checked against the Excluded Parties List System (EPLS).
