Scope of Work
The selected A/E firm will provide Basic Professional Services to design the relocation of the Cardiac Cath Lab from the second to the fourth floor of Building 1. This includes comprehensive design for one operating room and five Prep/Recovery Bays, accommodating existing patient/staff support spaces, and updating all mechanical, electrical, plumbing, and fire protection systems on the fourth floor. Key disciplines required include Supervisory, VPIH, Civil/Structural, Architectural, Mechanical, Plumbing, Electrical, Physical Security, and Fire Protection. Designs must comply with VA standards, include 100% outside air for patient care HVAC, and incorporate hazardous materials abatement plans. Eligibility / Set-Aside
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Firms must be verified and listed in the SBA Certification Database (veterans.certify.sba.gov). Mandatory requirements include registration in SAM.gov, checking the Excluded Parties List System (EPLS), and enrolling in E-Verify upon award. Offerors must also complete, sign, and submit Attachment 1 (VAAR 852.219-75 VA Notice of Limitations on Subcontracting), certifying that they will not pay more than 50% of the contract amount to non-certified SDVOSB firms.
