Description of Requirement:

The VAMC, Indianapolis has a requirement to maintain air pressure differentials between some designated patient rooms and the adjoining corridors or spaces. This pressure differential can be either positive, that is, the interior of the patient room has greater air pressure than does the adjoining corridor or space, or negative, that is, the interior of the patient room has a lower air pressure than does the adjoining corridor or space. Currently, some patient rooms are designed to be both positive and negative, selectable by a keyed interface. This dual functionality is no longer permitted under VA regulations so in accordance with the following table, each room shall be designated as either negative or positive; the keyed interface shall be disabled and removed, and the room operating sequence shall only function as indicated in the following table. Any equipment no longer required by this change shall be removed and discarded. At the conclusion of the project there shall be 27 negative pressure only rooms and four positive pressure only rooms. The terms positive and negative pressures shall be defined as follows: A single negative pressure symbol (-) shall mean a minimum negative pressure difference of 0.01 Water Column (WC); a double negative designation (--) shall mean a minimum negative pressure differential of 0.02 WC. A single positive pressure symbol (+) shall mean a minimum positive pressure differential of 0.01 WC. A double positive pressure symbol (++) shall mean a minimum positive pressure differential of 0.02 WC.

The A/E shall inspect and review all components of each room that can influence the pressure balance; identify all deficient components; determine how the rooms are operating in their current configuration; determine what changes are required to enable the rooms to operate in conformance with current VA requirements and industry standards under normal conditions, under epidemic conditions, and in compliance with all fire and smoke regulations and requirements. Compliance with all fire and smoke regulations shall include both normal and epidemic conditions. The use of the phrase epidemic mode is defined to mean an operating condition in which all negative pressure rooms maintain design pressure differences and air changes concurrently; AHUs meet the minimum outdoor air and filtration set points, and sequences accommodate extended door-open events. After the A/E presents a list of deficiencies and solutions to the VA; the A/E shall design, in conjunction with the VA, solutions for the identified components and system deficiencies. The A/E shall prepare plans and specifications to remediate all such deficiencies in components and systems and provide project assistance through the bidding and construction phases.

The hospital has 31 total pressure designated rooms with four rooms being designated as positive and the remaining 27 are designated as negative pressure rooms.

Selection Criteria:

(1) Professional qualifications necessary for satisfactory performance of required services.

(2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials.

(3) Capacity to accomplish the work in the required time.

(4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.

(5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.

(6) Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates shall be included as an evaluation criterion when construction period services is included in the statement of work for A-E services.

(7) The extent to which potential contractors identify and commit to the use of service-disabled veteranowned small businesses, veteran-owned small businesses, and other types of small businesses as subcontractors.
