Scope of Work

The A/E firm will provide comprehensive design services for the upgrade of the existing steam distribution loop and condensate return system. This includes the design for abatement and demolition of current infrastructure and the installation of new piping, manholes, expansion loops, valves, insulation, stanchions, hangers, and traps. Key aspects of the design include:

  • Full Design Services: Schematic Design, Design Development, Construction/Bid Documents, Construction Administration Services, Technical Specifications, and Cost Estimates.
  • System Upgrade: Replacement of distribution lines from Building 76 boiler headers to the first accessible valve inside affected buildings, including the steam tree at Building 174.
  • Asbestos Abatement: Design must incorporate the abatement of all asbestos in the project area, requiring Certified Industrial Hygienist (CIH) services for monitoring, inspection, testing, and decontamination certification.
  • Phasing Plan: Development of a phasing plan to ensure proper building temperatures are maintained throughout construction.
  • Technical Compliance: Adherence to VA Technical Information Library (TIL) standards and adopted codes, including OSHA, IBC, NEC, NFPA, ASME, ACI, AISC, and ASHRAE. Designs must be independent of future projects and exclude separately procured furniture/equipment.
  • BIM/CAD Requirements: Utilization of Revit 2020 or later for all drawings and models, adhering to VA BIM/CAD standards, with deliverables including 3D models and facility data.
