AN AMENDMENT TO PRE-SOLICITATION 36C25925R0102 POSTED ON August 27, 2025.

The purpose of this amendment is as follows:

Extend the SF330 due date and provide answers to RFI s.

The SF 330 s are now due on October 15, 2025 at 2:00 PM MT.

All questions and proposals will be emailed to Robyn Young at robyn.young2@va.gov.

All other items and conditions remain the same.

RFI Answers

1. Will the VA provide existing as-built drawings and utility information for Rooms 167, 168, 177, and 178, or should the A-E plan to develop all baseline conditions independently? We will provide existing as-built drawings and utility information.

2. Are there specific equipment lists for the optometry lanes (e.g., exam chairs, imaging devices, diagnostic equipment) that must be integrated into the design? We have an equipment list that will be provided with the solicitation.

3. For wheelchair repair and storage space, does the VA have equipment/storage requirements (e.g., lifts, shelving, power requirements) we should plan around? Wheelchair repair and storage will need space for a heavy-duty table that is currently 13 feet by 2.5 feet. They will also need space for a lift that is 3 feet by 1.67 feet, and it is ideally placed next to the table. They will need several power outlets, ideally 4 outlets above the table height and 4 below. They will also need a power source for a wall-mounted scale.

4. Will the A-E be responsible for providing infection control risk assessments (ICRAs) as part of the design, or will this be handled by the VA s infection control team? Yes, this will be handled by the VA s infection control team.

5. For HVAC, should we plan for a new dedicated system for these rooms, or tie into the existing facility system? Tie into existing facility system, ensuring air flow requirements are met per design guides and manuals.

6. Does the VA require energy modeling or life-cycle cost analysis for HVAC and lighting systems? No, the VA does not require energy modeling or life-cycle cost analysis for HVAC and lighting systems.

7. The solicitation references IBC 2003 and IBC 2009 in different places. Can the CO confirm which edition of the IBC is required for design compliance? IBC 2009 is required.

8. Several VA design manuals are cited (HVAC, Lighting, Eye Clinic Guide, etc.). Can the CO confirm that the latest versions linked in the solicitation are mandatory, or should we follow the versions in effect at the time of final design submission? Follow the versions in effect at the time of final design submission.

9. Is Building Information Modeling (BIM) required for this project? If so, what level of development (LOD) is expected? BIM is not required for this project.

10. For record drawings, the SOW states AutoCAD and PDF formats are required. Will BIM/Revit files also be required? AutoCAD and PDF are sufficient. BIM and Revit files are not required.

11. Are there any anticipated hazardous materials (asbestos, lead paint, etc.) in the spaces to be renovated, and if so, will testing be provided by the VA or included in A-E investigative services? This building was finished in 2019, so there are no anticipated hazardous materials.

12. Are there any restrictions on working hours for site investigations due to ongoing patient care? There are no restrictions on working hours for site investigations.

13. The estimated construction cost magnitude is $500K $1M. Will the A-E be required to provide value engineering recommendations if the design exceeds this limit? Yes, the A-E will be required to provide value engineering recommendations if the design exceeds the limit.

14. Page limits: Does the 30-page SF-330 limit include covers, dividers, and resumes, or are these excluded? Page limit has been increased to 50 total pages (including everything).

15. Can you clarify this requirement:

              All projects provided in the SF-330 must be completed by the office/branch/regional office/individual team member actually proposed to manage and/or perform work under this contract.

              Since this is in a list format, does this mean that every key person needs to be from the same branch office and work on all 5 projects that are similar to your scope? This seems to be an un realistic request of a SB.

Can this requirement please be removed or at least be lower rated vs. must meet requirement.

Answer: No this requirement will not be adjusted. This does not exclude you from submitting as an SDVOSB. All companies will be rated by what they submit based on the evaluation requirements.
