The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking Service-Disabled Veteran-Owned Small Business (SDVOSB) Architect-Engineer (A&E) firms to establish a Short Selection Database for FY24 - FY27. This database will be utilized by the VA Heart of Texas Health Care Network (VISN 17) to award A&E contracts below the simplified acquisition threshold (currently $250,000.00) for projects at multiple locations. This is a presolicitation to create a pool of qualified firms for future identified and funded projects. Responses are due by September 30, 2027.

Scope of Work

The database will include firms qualified for various A&E services. These may encompass, but are not limited to: low volume design, small warehouse/office design, building renovations, historic preservation, energy efficiency/safety rehabilitation, energy audits/studies, renewable energy system design, LEED consulting, HVAC, electrical, lighting, water/wastewater systems, construction inspection, construction period services, asbestos investigations, mapping, drafting, surveying, geotechnical, and environmental investigations/reviews/audits.

Contract Details

Contracts awarded from this database will be for A&E services with individual project values below the simplified acquisition threshold (currently $250,000.00). This is not an IDIQ and will not result in an IDIQ award, but rather a selection pool for future task orders.

Set-Aside

This opportunity is exclusively set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), as required by VAAR 819.7004. Firms must have VetCert verification for SDVOSB status.

Submission & Evaluation

  • Submission Method: Submittals must be emailed as a single PDF file (maximum 10 MB) to Eileen.Myers@va.gov. Hardcopies will not be considered.
  • Content Limit: Only the first 20 pages of the submittal will be evaluated and retained. This page limit includes the cover letter, SF330, and SAM.gov screenshot.
  • Required Documents:
    • Electronic cover letter outlining firm specialization and capabilities.
    • SAM.gov printout (firm must be registered and accept electronic payments).
    • VetCert verification for SDVOSB status.
    • Standard Form 330 (SF 330), with Part II completed in its entirety and current professional registration information in Part I (sections A-E minimum, F and G optional).
    • Examples of completed projects (Section F) demonstrating specialized experience, technical competence, capacity, and computer-assisted design experience. Multiple projects can be presented per page if they demonstrate team capability.
  • Evaluation Criteria: Firms will be evaluated based on professional qualifications, specialized experience, technical competence, capacity, past performance, and geographic location/local knowledge, in accordance with FAR 36.602-1.
  • Eligibility: Primary NAICS code for SDVOSB size determination is 541310 (Architectural Services), with annual receipts not exceeding $12.5M. Teaming arrangements are permissible if the teaming partner is also an SDVOSB and VetCert certified.
