Statement of Work (SOW) / Performance Work Statement (PWS)

To provide complete design (construction documents) and construction period services for the renovation of the 2N Laboratory at the Overton Brooks VA Medical Center in Shreveport, LA. The goal is to improve workflow efficiency and update finishes to be appropriate for lab work.

• Renovation Area: Approximately 6,200 SF of existing laboratory space.

• Key Activities: Space layout modifications, full redesign of HVAC system and ducting, electrical and plumbing upgrades, asbestos abatement, removal of unused utilities/conduit, and removal of non-load-bearing walls.

• Design Standards: Must comply with PG-18-9 – Space Planning Criteria – Chapter 240: Pathology and Laboratory Medicine Service, and be designed for a Level L laboratory (500,000 to 1.5 million tests annually, >40 FTEs, advanced clinical services).

• Infrastructure: Design must include a fully sprinklered space, fire alarm and suppression system, energy-efficient HVAC tied to the Building Automation System (BAS), and modifications to pneumatic tube systems.

• Phasing: Develop a construction phasing plan to maintain 2nd Floor North Wing operations 24/7 during renovation.

• Accessibility: Comply with UFAS, ADA, and PG-18-13.

• Security: Design must align with the Physical Security and Resiliency Design Manual (PSRDM).

• Period of Performance: 365 calendar days from Notice to Proceed.

• Location: Overton Brooks Veterans Affairs Medical Center, 510 E. Stoner Ave., Shreveport, LA 71101.

• Design Submissions: Phased submissions (25%, 35%, 65%, 95%, 100%) with detailed cost estimates (RS Means, Cost Works), design analysis, and Fire Protection Engineer (FPE) review/certification.

• Drawings: Utilize AutoCAD 2020. All VA design guides and standards apply.

• Surveys: Site investigation required; geotechnical and topographic surveys are not required.

• Utility Survey: A/E must identify and analyze existing utilities and their capacity.

• Construction Period Services (CPS): Includes reviewing RFIs, cost proposals, change orders, site visits (minimum 15), and preparing record drawings.

• Solicitation Support: A/E must respond to contractor RFIs within 5 calendar days and provide addenda as necessary during the solicitation period.

• C&A requirements do not apply.

• Government-furnished information is available on the VA's Technical Information Library website.

This is a request for Architect/Engineer (A/E) Qualifications packages (SF330) for Project 667-26-100, "A/E Renovate 2N Laboratory." The services will be procured under a Negotiated Firm-Fixed Price Contract in accordance with Public Law 92-582 and FAR 36.6. The government is not obligated to award a contract and will not reimburse costs associated with responding.

The primary deliverable is the renovation of the 2N Laboratory space to enhance efficiency and turnaround time, particularly within an existing hospital environment with constrained spaces. This includes design for Pathology and Laboratory Medicine Service spaces, considering phasing of construction.

  4. Experience in construction period services (inspections, submittal review, RFI support, change order support).
  5. Capacity to accomplish work (methods for schedule and budget maintenance, cost control, estimating accuracy).
  6. Location and local knowledge (Central Louisiana area, market behavior, geological concerns, permitting).
  7. Commitment to subcontracting with SDVOSBs, VOSBs, and other small businesses.

• SF330 Submission: Includes Parts I and II, primary firms, subcontractors, and consultants. Black and white submissions only.

• Narrative Information: Limit to 10 pages total, addressing all seven selection criteria.

• 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns.

• Firms must be certified by the VA’s Center for Verification and Evaluation (CVE) at the time of SF330 submission.

• SDVOSBs must agree not to pay more than 50% of the contract amount to non-verified SDVOSB firms.

• Firms must have current SAM.gov registration and have submitted the VETS-4212 report.
