Project Scope
The selected A/E firm will provide comprehensive design services including Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and As-Built Documentation. Key design tasks include:
- Replacement of sixteen (16) AHUs and associated equipment, controls, and overhaul of mechanical spaces in the 2D wing.
- Repairs to AHU mechanical spaces, replacement of chiller riser pumps and associated equipment, and installation of steam generators.
- Repair of AHU-35 and its heat recovery wheel, BMS integration, and flooring repairs/upgrades.
- Design upgrades for the Therapeutic Pool building's H&V unit and pool water heating system.
- Complete design for two procedure rooms in the 2D wing.
- Designs must accommodate continuous operations and patient care, potentially requiring temporary AHUs during construction.
- Integration of specific HVAC units into the existing BMS FX80.
- Designs must comply with VA design guides and TIL, incorporate energy conservation, and include Lock Out Tagout (LOTO) provisions.

Offers are solicited only from VIP-listed SDVOSBs.
- Subcontracting Limitations: Firms must indicate the percentage of contract performance cost expended by their employees and by any consultants/subcontractors, identifying them by name, location, and business type. For general construction, the SDVOSB prime contractor will not pay more than 85% of the amount to non-VIP-listed SDVOSBs (excluding materials). For services, this limit is 50%.
