• Façade leak repairs and roof replacement for the Chapel building (Building 107) and its connection to the CLC building (Building 106).
• Roof replacement for the Research Building (Building 105).
• The total approximate roof replacement area is 59,000 sqft.
• Construction Period Services include professional field inspections, submittal review, RFI support, and construction contract change support.

Contract & Timeline

Eligibility & Set-Aside

• Set-Aside: 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside.
• NAICS Code: 541330 (Architectural, Engineering, and Related Services) with a small business size standard of $25.5M.
• Requirements: Firms must be registered in SAM.gov and verified/certified as SDVOSB in the SBA Small Business Search (https://search.certifications.sba.gov/) at the time of submission.
• Subcontracting Limitations: Firms must comply with VAAR clauses 852.219-75 and 852.219-73, detailing limitations on subcontracting to non-SDVOSBs (e.g., 85% for general construction, 75% for special trade, 50% for services/supplies). Submissions must indicate the percentage of cost of contract performance expended by employees and by any consultant/subcontractor, identifying them by name, location, and business type.

Evaluation Criteria

Submissions will be evaluated based on:

• Professional Qualifications: Resumes of proposed Project Managers and Designers of Record.
• Specialized Experience and Technical Competence: Relevant experience, including energy conservation, pollution prevention, waste reduction, and use of recovered materials.
• Capacity: Firm's current workload and availability of key personnel.
• Past Performance: Recent (within 5 years) and relevant (similar scope in VA hospital setting) contracts, emphasizing VA work, cost control, quality, and schedule compliance.
• Location: A/E firm's main or satellite office must be within 450 miles of the James J. Peters VA Medical Center, Bronx, NY.
• Small Business Subcontracting Commitment: Extent of commitment to use SDVOSBs, VOSBs, and other small businesses as subcontractors.
• Construction Period Services Experience: Experience in field inspections, submittal review, RFI support, and change order support.
