This Notice of Intent is provided to advise that the Government intends to negotiate a Sole
Source a contractual action via a Firm-Fixed-Price contract to Stone Group Architects, Inc., a
Service Disabled, Veteran Owned Small Business (SDVOSB). The purpose of this action is to provide updated construction documents and to provide Construction Period Services (CPS) for
Project 438-21-403 Renovate 1st Floor/Dock/180 for Kitchen and Café at the Sioux Falls VA Health Care System (SFVAHCS), located at Royal C. Johnson Veterans Memorial Hospital, 2501 W 22nd Street, Sioux Falls, SD 57105. NAICS code 541330 Engineering Services will apply to this procurement. Stone Group Architects, Inc. was previously awarded a competitively bid contract to furnish 100% Construction Documents for this project; however, the VA has a need to refresh the design to include updated requirements into the project and include the necessary Construction Period Services (CPS) which will allow for administration of this project throughout construction, utilizing this firm s construction design documents.
Stone Group Architects, Inc. has the experience and technical knowledge to continue to perform
these services, without the duplication of costs, labor efforts and unwarranted time delays. The
100% Construction Documents were completed by Stone Group Architects, Inc. for the original design of this project.
This procurement will be made under Other Than Full and Open Competition as authorized by
the Federal Acquisition Regulation, FAR 6.302-1; Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements. A Notice of Justification & Approval
document will be made available via Contract Opportunities in accordance with FAR 6.305 after
award.
This is a notice of intent of a sole source contract and not a request for competitive proposals.
No solicitation will be available or issued for this requirement. If a firm believes that VA should
not pursue this sole source procurement with the AE firm Stone Group Architects, Inc. then they
should submit information by 2:00 pm CST on November 14, 2025, to Angie Mabley at angelique.mabley@va.gov. No telephone responses/inquiries will be accepted. The Department
of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in
responding to this notice of intent. A determination by the Government to compete this proposed
contract based upon responses to this notice is solely within the discretion of the Government.
