This document contains responses to Requests for Information (RFIs) related to Solicitation 36C25226Q0132 for Architectural Design Services IDIQ.

• Accreditation: ABET accreditation applies to Engineering programs. For Architects, NAAB accreditation will be recognized, and professional licensure remains a requirement for senior personnel.
• NAICS Codes: This solicitation (NAICS 541310) is for Architectural/Structural centric designs. A separate IDIQ for Engineering services (NAICS 541330) is planned for late 2027/early 2028.
• Contract Values: The guaranteed minimum for this IDIQ is $25,000.00, with a contract ceiling of $10,000,000.00. Individual order minimum is $2,000.00 and maximum is $2,000,000.00.
• SDVOSB Compliance: A signed Certificate of Compliance is mandatory for technical acceptability. A specific statement of SDVOSB performance capability must also be included in the SF330 submission.
• Project Examples (Section F): Offerors should include a minimum of 5 and a maximum of 10 relevant project examples. Past performance can be older, but the last three (3) years will be the focus of evaluation.
• Page Limit: The SF330 submission is limited to 75 pages total, including cover pages, cover letters, and table of contents.
• Geographical Area: The procurement is set aside for SDVOSBs. While local firms are preferred for their knowledge, firms lacking a regional presence are not disqualified. Noting ancillary or sub-consultant staff local to the Milwaukee metro area is encouraged.

These clarifications address requirements for professional qualifications, submission content, and evaluation criteria. The SF330 submission due March 27, 2026, constitutes the formal qualifications competition.

Solicitation / RFP / RFQ

This is a Request for Information (RFI) for Architectural Design Services IDIQ, Project #695-25-110, for the Clement J. Zablocki VA Medical Center in Milwaukee, WI. The procurement is a total 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The VA requires professional architectural and engineering (AE) design services for various Non-Recurring Maintenance (NRM) construction projects, primarily architectural in nature, but potentially including civil and structural components.

Services include preparation of designs, plans, specifications, drawings, cost estimates, site visits, miscellaneous reports, and construction period services.

• Questions Deadline: March 9, 2026.

• Evaluation factors are detailed and include professional qualifications, personnel experience, specialized experience, management approach, capacity, past performance, record of claims, reputation, and geographic location.

• Total 100% SDVOSB set-aside.

• Offerors must be SDVOSB certified and listed in the SBA's Small Business Search.

• Offerors must be registered and current in the System for Award Management (SAM).

• Procurement is restricted to SDVOSBs located in the general geographical area of the Clement J. Zablocki VA Medical Center, with knowledge of the locality.

• Limitations on Subcontracting: Offerors must certify compliance with 48 CFR 852.219-73, ensuring no more than 50% of the contract value is paid to non-SDVOSB firms.

• SF 330 packages should be on 8-1/2 by 11-inch paper, limited to 75 single-sided pages, with Times New Roman 12-point font or larger.

• No .zip files will be accepted.
