The contractor will develop a comprehensive Facility Master Plan for the Asheville, Durham, Fayetteville, Hampton, Richmond, and Salisbury medical centers, including their leased properties, within the VA Mid-Atlantic Health Care Network (VISN 6). This plan will cover a five to ten-year planning horizon. Key activities include:
- Analyzing the facility's mission, patient care delivery, and ancillary/diagnostic/research services.
- Identifying key service lines and their interaction/adjacency.
- Analyzing existing space and acreage, recommending changes to meet strategic planning goals.
- Identifying specific capital initiatives (construction projects, leases) with realistic timelines and order of magnitude cost estimates.
- Integrating input from strategic/capital asset plans, staff, veteran population data, and other VA resources.
- Addressing strategic gaps such as geographic access, facility condition, space utilization, wait times, privacy, parking, IT, and emergency preparedness.
- Evaluating existing leases and identifying consolidation or new lease opportunities.
- Developing campus Site Development Drawings and building level stacking plans. The performance period for the master plan development is 400 calendar days from the notice to proceed.
