Scope of Work

The selected A-E firm will provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and As-Built Documentation. The project focuses on Building 21 (B21) at the Salisbury VAMC and includes:

  • Installation of a new AHU 21-8 to isolate the Pharmacy Compounding Room.
  • Evaluation, upgrades, and repairs to the B21 steam system (traps, condensate pumps, PRV stations, control valves).
  • Replacement of the B21 roof around AHU 21-8. All design work must comply with VA specifications, design guides, infection control guidelines, NFPA/Life Safety Code, and all applicable building codes (Architectural, Structural, Electrical, Mechanical). Previous design drawings will be provided for update and review.

Submission Requirements

The SF 330 must not exceed 30 pages (excluding past performance questionnaires). Email size is limited to 10MB; number multiple emails if necessary. Submissions must include:

  • Cage Code
  • SAM Unique Entity ID (UEI)
  • Tax ID Number
  • Primary Point of Contact's email and phone number Firms must be registered in SAM and certified in the SBA Certification database.

Evaluation Criteria

Firms will be evaluated based on the Selection of Architects and Engineers Statute (Brooks Act) and RFO FAR 36.202. Criteria, in descending order of importance, include:

  1. Professional qualifications: Recent experience with comparable hospital projects (Pharmacy Cleans) within the last five years, 5+ years experience for team members.
  2. Specialized experience: Technical competence in mechanical and electrical project requirements.
  3. Past performance: On government and private industry contracts in a hospital setting (cost control, quality, schedules).
  4. Capacity: Ability to accomplish work in the required time, current workload, and availability of key personnel.
  5. Construction Period Services experience.
  6. Record of significant claims.
  7. Commitment to using SDVOSBs, VOSBs, and other small businesses as subcontractors.
