• Estimated construction magnitude: $2,000,000 to $5,000,000.

• This is a Request for SF 330, Architect-Engineer Qualifications Packages ONLY. It is NOT a Request for Proposal.

• Submission Deadline: February 5, 2026, no later than 1:00 PM Eastern Standard Time.

• Submission Method: ONE (1) ELECTRONIC SF 330 (Parts I and II, and attachments) via email to Elaine.Belber@va.gov.

• SF 330 page limit: 30 pages (excluding past performance questionnaires).

• Evaluation will be based on the Selection of Architects and Engineers Statute (Brooks Act) and RFO FAR 36.202. Firms will be selected based on demonstrated competence and qualifications.

• Key evaluation criteria (in descending order of importance): Professional qualifications and recent hospital project experience (Pharmacy Cleans), specialized experience (mechanical/electrical), past performance, capacity, construction period services experience, record of claims, and commitment to small business subcontracting.

• 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under VAAR 852.219-73.

• Potential contractors must be registered in SAM and visible/certified in the SBA Certification database.

• Firms must verify they meet SDVOSB status requirements.

• Must comply with Limitations on Subcontracting (RFO FAR 52.219-14 and VAAR 852.219-73, 852.219-75).

• No costs associated with responding will be reimbursed.

• The government is not obligated to award a contract.
