The morgue comprises an autopsy room, a six-compartment refrigerator unit, and two bathrooms, totaling approximately 1,128 sqft.

Required Services

Firms will provide comprehensive A&E and Healthcare Planning Services, including:

• Site Investigation: Architectural, structural, mechanical, electrical, and environmental assessments.
• Design & Documentation: Contract drawings, specifications, 3rd Party Cost Estimates, and Infection Control Risk Assessment.
• System Upgrades: Replacement of damaged materials, installation/replacement of negative pressure monitoring, integration of Direct Digital Controls (DDC) into the existing Building Automation System (BAS), and replacement of the six-compartment refrigerator unit.
• Compliance: Designs must adhere to VA guidelines (PG-18-15), federal/state codes (OSHA, DER, EPA, NEC, NFPA 101), sustainable design principles (outperforming ASHRAE 90.1 by 30%), and Environmental/Occupational Safety and Health (EOSH) requirements.
• Specialized Assessments: Assessment and design for asbestos abatement (pipe lagging, floor tile, mastic) and lead-based paint removal, requiring a Certified Industrial Hygienist (CIH) consultant.
• Construction Period Services: Review of submittals, shop drawings, test reports, RFI responses, cost estimates, site visits (minimum 15), punch list generation, and as-built drawings.
• Phasing: Design must include phasing plans to minimize impact on hospital operations, ensuring the morgue remains operational during construction.

Submission & Evaluation

• Submission: Interested A&E firms must email a PDF SF 330 (8/2016 Edition) to Katelyn Fallon (katelyn.fallon@va.gov). Two hard copies of the SF 330 and a CD are also required.
• Eligibility: Firms must be classified as 100% Service-Disabled Veteran-Owned Small Business Concerns and be registered at www.sam.gov and www.vetbiz.gov. CVE certification is mandatory at the time of SF 330 submission.
• Evaluation Factors (evenly weighted): Quality of Service (project understanding, methodology, schedule), Knowledge and Expertise in HVAC Design (healthcare, codes, critical systems), Past Performance (similar projects, schedule, cost, customer satisfaction), History of Work in Hospitals, and History of Work with the Department of Veterans Affairs.
• Process: Following SF 330 evaluation, three or more highly qualified firms may be interviewed, and the most qualified firm will receive a solicitation. This announcement is not an RFP, and no award will be made directly from it. The government will not reimburse response costs.
