Scope of Work
The selected A&E firm will provide professional A&E and healthcare planning services, including site investigations (architectural, structural, mechanical, electrical, environmental), contract drawings and specifications, 3rd Party Cost Estimates, and construction period services. The project involves renovating the existing HVAC General Exhaust system in Building ONE, including cleaning and lining ductwork, designing infection control/dust prevention measures, and assessing/designing for asbestos abatement. The A&E firm must identify and correct fire and life safety deficiencies and ensure designs comply with VA guidelines, specifications, and sustainable design/energy reduction requirements, aiming for LEED Silver status. All designs must also address applicable Environmental/Occupational Safety and Health (EOSH) requirements.
Deliverables & Timeline
Key deliverables include various design development submissions (25%, 50%, 75%, 100%) and final contract documents. Bid Documents/Final Report are expected to be ready 322 days after the Notice to Proceed (NTP).
Submission & Evaluation
Interested A&E firms must email a PDF SF330 document to Katelyn Fallon (Katelyn.Fallon@va.gov) by the deadline. Firms will be evaluated based on six factors: Professional Qualifications & Experience of Key Personnel, Firm Capacity & Management Oversight, Specialized Experience & Past Performance, Geographic Location & Plan, Proposed Project Design Approach, and commitment to using Service-Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and other small businesses as subcontractors. Following evaluation, highly qualified firms will be interviewed, and the most qualified will receive a solicitation for proposal submission. This is not a Request for Proposal, and the government is not obligated to award a contract or reimburse submission costs.
