• Submissions are limited to fifty (50) pages and 10 MB per email.

• Evaluation will be based on nine (9) factors, including professional qualifications, specialized experience, capacity, past performance, location, commitment to small businesses, construction period services experience, team experience, and claims record.

• This requirement is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside.

• Offerors must be registered in SAM (www.sam.gov) and verified/certified as SDVOSB in Dynamic Small Business Search at the time of submission.

• Firms must comply with VAAR clauses 852.219-75 and 852.219-73 regarding subcontracting limitations and set-asides.

• The SF 330 must include specific information such as valid state registration, SDVOSB/VOSB certification, UEI number, Cage Code, Tax ID, and primary point of contact details.

• Firms must indicate the percentage of work to be performed by their employees and any subcontractors, identifying each subcontractor by name, location, and business type.

Statement of Work (SOW)

To provide professional Architectural/Engineering (A/E) services for the survey, evaluation, and design to replace the existing generator and correct several Facility Conditions Assessment deficiencies at the VA New Jersey Health Care System (VANJHCS) in Lyons, NJ.

• Design a replacement generator system for Building 14 Boiler Plant to ensure backup power reliability.

• Includes survey, load calculations, and construction estimate.

• Replace external day tank, add remote annunciator panel integrated into the BAS system, and add a load bank connection.

• Address several identified Facility Conditions Assessment deficiencies.

• Construction documents will include demolition, removal, and rigging out of the original generator and associated piping/electrical connections.

• New generator installation will feature direct piping to three automatic transfer switches (ATS) and three manual transfer switches (MTS).

• A/E to perform a complete survey of existing conditions and provide recommendations for phasing and functionality.

• Conduct a pre-bid site survey.

• Develop a complete construction package including initial survey/study, load study, preliminary drawings, contract drawings, contract specifications, and a detailed cost estimate.

• Design specifics include:

  • Replacement of existing generator (FCA Deficiency #355227).
  • Design of a generator docking station for temporary generator connection.
  • Design for new switchgear.
  • Remote monitoring for new generator and high resistance grounding system.
  • Permanent load bank connection cabinet.
  • Safety elements for fuel tank and day tank.
  • Design for removal and disposal of existing day tank.
  • Design for replacement of fuel lines.
  • Design of control panel and installation of an annunciator panel.
  • Evaluation and implementation of physical security report requirements.
  • Design modification to building 134 if necessary.
  • Design new replacement roof for building 134.
  • Correct specific Facility Conditions Corrections (deficiencies #355666, #355226, #355225, #355224, #355222, #356581).

• Comply with applicable current codes and criteria, including VA Design Manuals (HVAC, Plumbing, Electrical, Cost Estimating, R&D, Physical Security, Site Design) and other applicable standards (NFPA, NEC, JCAHO, OSHA, ANSI, ASHRAE).

• Coordinate with State for Historic Building Preservation.

• Evaluate and complete NEPA CATEX.

• Provide recommendations with at least two alternatives.

• Conduct site visits to determine existing as-built conditions.

• Submittal requirements follow PG-18-15, Volume C.

• Develop an independent construction cost estimate.

• Provide competent design and construction period services across various disciplines.

• Retain an independent controlled inspection and commissioning agent.

• Provide PIH/CIH consultant for asbestos inspection report review.

• Provide Chief of Facility Management Service with complete specifications and working drawings.

• Develop construction document package with bid alternatives.

• Provide construction period services including RFI responses, submittal reviews, cost estimates for change orders, and record drawings.

• Attend bi-weekly progress meetings.

• Utilize Autodesk Build Construction management platform.

• Place of Performance: 151 Knollcroft Road, buildings 134 and 14, Lyons, NJ 07939.

• Period of Performance: Start immediately after Notice to Proceed (NTP), estimated completion time is 150 calendar days.

• Minimize interference with Medical Center traffic and operations.

• Obtain PIV cards for all on-site personnel.

• Contractor employees will have intermittent, escorted access to VA Facilities; no background investigation required.

• Performance will be monitored by VA PM/COR, with evaluations including quality, schedule, cost control, management, small business utilization, and regulatory compliance.
