Purpose & Scope
This is the initial phase of a two-phase A-E selection process aimed at identifying the most highly qualified firms. Only those highly qualified firms will be invited to Phase 2, which will include the full solicitation with provisions, clauses, and labor rates. The IDIQ contracts will cover multi-discipline A-E services, including construction, renovation, repairs, and commissioning. Key services include, but are not limited to: Design-Bid-Build (DBB) construction contract packages, Request for Proposals (RFP) for Design-Build (DB) projects, Master Planning, Schematic Design Development, Cost Estimating, Construction Period Services, Special Studies, Peer Reviews, and various specialty consulting services. The "Manpower Matrix" attachment details anticipated disciplines and staff required for task orders, while the "Minimum In House Primary Key Personnel and Consultant Qualifications" attachment specifies required experience, education, and certifications for roles such as Senior Project Manager, Architects, Engineers (Civil, Electrical, Mechanical, Structural, Environmental, Fire Protection, Plumbing, Geotechnical), Cost Estimators, Interior Designers, Landscape Architects, and LEED APs.
Contract Details
This will result in Multiple Award Task Order A-E IDIQ Contracts with a ten-year ordering period (5-year base + 5-year option). Each contract will have a minimum guaranteed amount of $2,500.00 and a total ceiling value of $100,000,000.00. Task orders will be negotiated as firm-fixed price (FFP), with a minimum order of $2,500.00 and a maximum single order of $15,000,000.00.
Eligibility & Submission
This requirement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Firms must be certified as an SDVOSB in the SBA certification database at the time of SF330 submission and at the time of award. Joint ventures must also meet specific requirements. Submissions must be Standard Form (SF) 330 Architect-Engineer Qualification Packages, limited to 120 pages (single-sided, 11-point font, ½" margin). Firms must be registered in SAM.
Evaluation
Evaluation criteria for this Phase 1, in descending order of importance, are: Professional Qualifications, Specialized Experience and Technical Competence, Past Performance, Quality Control, Capacity, and Location. Price is not an evaluation factor in this phase; fee negotiation will occur after the most highly qualified firms are identified.
