Contract Details

This will be a Firm Fixed Price contract for design services, with an anticipated award date on or before February 26, 2026. The design completion period is set for 195 calendar days from the Notice to Proceed (NTP). The applicable NAICS Code is 541330 (Architectural and Engineering Services) with a size standard of $25.5 Million. The total cost for design, plans, drawings, and specifications must not exceed 6% of the estimated construction cost.

Submission Requirements

Responses must be submitted electronically via email to Dayna.Dickson-Miller@va.gov by December 15, 2025, at 12:00 PM EST. Submissions should consist of one (1) electronic SF 330 (Parts I and II) and attachments, not exceeding 50 pages and 10 MB per email. The SF 330 must include a cover page, table of contents, state registrations, SDVOSB/VOSB certification, DUNS, Cage Code, Tax ID, and Point of Contact information. Detailed A/E submission instructions are provided in PG 18-15, Volume C.

Eligibility & Evaluation

This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Firms must be registered in SAM.gov and verified/certified as SDVOSB in the SBA Dynamic Small Business Search (DSBS) at the time of submission. Compliance with VAAR clauses 852.219-75 and 852.219-73, including detailed subcontracting plans, is required. Firms must also be located within 450 miles of the Lyons VA Medical Center. Evaluation criteria include Professional Qualifications, Specialized Experience and Technical Competence, Capacity, Past Performance, Location, Small Business Subcontracting, and Construction Period Services experience.
