Scope of Work
The Airborne Connectivity (AC) Branch of the Advanced Battle Management System (ABMS) is seeking information on TACKit systems. These systems provide BLOS connectivity via an aviation terminal and subscription service to the SpaceX Starshield proliferated low-earth orbit (pLEO) network. They also connect to the aircraft's Multifunctional Information Distribution System (MIDS) radio via a military hand-held Link-16 radio. Data encryption is handled by a Type-1 High Assurance Internet Protocol Encryptor (HAIPE) and a virtualized Juniper Session Smart Router (SSR).

Submission & Evaluation
This is not a request for quotes. Interested vendors should submit an electronic, unclassified White Paper (no more than 15 pages). The White Paper must include a one-page cover letter with a company overview and a response addressing the major tasks outlined. Submissions must clearly identify small business and socioeconomic classifications (e.g., Large Business, Small Business, 8(a), WOSB, HUBZone, VOSB, SDVOSB). A statement of intent to submit a response must be communicated via email within 7 calendar days of the posting date. Foreign participation is not authorized, and a Certified DD Form 2345 is required for proposals (if a solicitation follows). Responses will be evaluated solely to determine the availability and capability of businesses.
