• Bonds: A bid bond is required. Payment and performance bonds are required for awards over $150,000.00.

• Registration in the System for Award Management (SAM.gov) is required.

• The solicitation package includes SF1449, Pricing Form, Clauses & Provisions, Wage Rate Determination, SOW, and three (3) Attachments.

This solicitation is for a contractor to provide all labor, materials, equipment, supervision, transportation, and disposal necessary to repair and/or replace deteriorated brick and mortar at four locations associated with Quarters 14 at the U.S. Fish and Wildlife Service (FWS), Modoc National Wildlife Refuge (NWR) in Alturas, California. The work includes repairing structural cracks, replacing damaged brick sections, restoring brick-built features to a safe and functional condition, and repairing the fireplace chimney to improve drafting and operation.

• This Request for Quote (RFQ) is set aside for small business concerns.

• Site visits are scheduled for Monday, May 18, 2026, and Tuesday, May 19, 2026, from 10:00 AM to 3:00 PM PST.

Statement of Work (SOW)

To repair and restore all brick work associated with Quarters 14 at the Modoc National Wildlife Refuge (MNWR) in Alturas, California, ensuring the facilities are safe and functional.

• Repair or replace brick and mortar in four general locations: the "garden room," the "shop," a "garden wall," and a fireplace/chimney.

• Address issues such as eroding bricks, failing mortar, a chimney that does not draft, and a large crack in the shop's north wall (potentially requiring Heli-Tie stitching).

• Restore the fireplace and chimney to a functional state, including potential removal of the top 30 inches if code-compliant, installation of a new concrete cap, and a new spark arrester.

• Repair expansion joints between the fireplace wall and garden room wall.

• Match the visual aesthetic of surrounding brick areas in terms of brick type/color, mortar type/color, and application.

• Includes mobilization, de-mobilization, staging of equipment, and disposal of debris.

• Start Date: June 15, 2026

• End Date: November 30, 2026

• Actual work windows are subject to weather conditions and will be coordinated with the Refuge Manager.

• Contractors must be experienced, licensed, and have demonstrated positive past performance in brick repair and restoration.

• Compliance with all applicable federal, state, and local laws, codes, rules, regulations, ordinances, and standards is required.

• Contractor must provide supervision, labor, materials, equipment, and services.

• A Quality Assurance/Quality Control (QA/QC) Plan must be implemented.

• Contractor is responsible for site cleanup, removing all debris and leaving the work area clean.

• Government-owned equipment is not available; contractors must provide their own.

• No Government Furnished Material or Equipment will be provided.

• Adherence to OSHA and other applicable safety regulations is mandatory.

• Final payment is contingent upon completion, acceptance, and submission of all closeout submittals.

• Contractors are strongly encouraged to conduct a site visit prior to submitting a bid.

• A pre-project meeting will be held after contract award.

• Work hours are generally Monday-Friday, 7:30 AM to 4:00 PM Pacific Time, excluding Federal Holidays. Weekend work and USFWS escort requirements need coordination with the Refuge Manager.
