Scope of Work
The contractor will provide non-personnel services for comprehensive fish rearing support. Key responsibilities include:
- Fish husbandry, including daily feeding according to approved protocols.
- Monitoring of fish health and environmental conditions.
- Water quality monitoring and data collection.
- Facility support, including operating and maintaining pond water delivery/discharge systems, filtration, and life-support systems.
- Data collection and reporting in accordance with the Performance Work Statement (PWS).
- Inspecting and maintaining pond structures, aeration systems, and associated equipment.
- Implementing approved predator management and exclusion measures.
- Assisting with fish evaluations, grading, sampling, and health inspections.
- Responding to weather-related events and maintaining logs. Services are required approximately two (2) to five (5) days per week.

Submission & Evaluation
Offerors must submit a completed SF-1449, a completed Bid Schedule, and a Technical Submission limited to seven (7) pages. The Technical Submission must demonstrate the offeror's technical approach, relevant experience, key personnel qualifications, and ability to meet the schedule and provide on-site support. Quotes must be emailed as separate PDF files to Tanner_Frank@ios.doi.gov, with the solicitation number included in the subject line. The award will be based on a Best Value Tradeoff – Price First evaluation. The Government will assess price, required qualifications, technical approach, relevant experience, and key personnel qualifications. Technical acceptability will be evaluated on a Pass/Fail basis.
