• Vendor Waivers/Deviations: Requests for delivery date extensions or non-conformance waivers must be justified with an explanation of cause, offer of consideration, and evaluation demonstrating no impact on quality, form, fit, or function. Supporting technical data is required for alternate items.
• Mercury Exclusion: Mercury or mercury-containing compounds are strictly prohibited from being intentionally added to or directly contacting hardware or supplies.

Quality Assurance & Packaging

• Quality Assurance: Requirements are detailed in the Individual Repair Part Ordering Data (IRPOD). Contractors must maintain an inspection system acceptable to the Government.
• Packaging: Adherence to MIL-PRF-23199, MIL-DTL-24466 (green poly bags for cleanliness-controlled items), and MIL-STD 2073 is required. Fire retardant packaging is no longer mandatory.

Submission Requirements

• Pricing Validity: Quotations must be valid for 60 days after the closing date, unless otherwise specified by the vendor.
• Certificate of Compliance: A Certificate of Compliance (per DI-MISC-81356) is required at the time of material delivery to NAVSUP-WSS code N9433 for each unique combination of Contract/Purchase Order Number, National Stock Number, and Item Nomenclature.
• Contractual Documents: Government acceptance of a proposal constitutes a bilateral agreement for electronic issuance of contractual documents.
