This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12 and Simplified Acquisition Procedures (FAR Part 13). The DLA Weapons Support, Pearl Harbor is requesting responses from qualified sources for CLIN 0001. This requirement is a 100% set-aside for small businesses and is sole-sourced to Teledyne due to restrictive rights. Quotations for different manufacturers will not be considered.

• Offerors must submit descriptive literature demonstrating how their quotation meets the required specifications. Failure to do so may result in technical unacceptability.

• Specific FAR and DFARS clauses and provisions are incorporated by reference and must be reviewed by potential contractors.

• Offerors must complete and include attached provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019 with their offer.

• Vendor shall list the country of origin for each line item.

• Payment terms are Net 30 Days AFTER acceptance of material.

• Evaluation criteria: Lowest Price Technically Acceptable (LPTA).

• Vendor responsibility will be screened using PPIRS and in accordance with FAR 9.104.

• Quotations must be submitted via email to quincey.dillenback.civ@us.navy.mil.

• Quotes must include price(s), FOB point, Cage Code, point of contact (name and phone number), GSA contract number (if applicable), business size under the NAICS Code, and preferred payment method (GCPC or WAWF).

• Closing Date: April 7, 2026, at 12:00 PM HST.

• This requirement is a 100% set-aside for small businesses.

• Offerors must be registered in the System for Award Management (SAM).

• If not the actual manufacturer, Manufacturer’s Name, Location, and Business Size must be provided.

• Paper copies of this solicitation will not be available.

• Potential contractors are responsible for familiarizing themselves with applicable clauses and provisions, accessible online.

• Offerors are reminded to include a completed copy of FAR 52.212-3 and its ALT I if not updated in SAM.
