This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12 and Simplified Acquisition Procedures (FAR Part 13). It constitutes the only solicitation, and no paper copies will be issued. The RFQ number is SPMYM426Q33210001. The solicitation incorporates provisions and clauses effective through FAC 2025-06 October 1, 2025, and DFARS Change Notice 20251110. Contractors are responsible for familiarizing themselves with applicable clauses and provisions.

• The DLA Weapons Support, Pearl Harbor, is requesting responses for the provision of CABLE ASSEMBLY, SPEC, CABLE ASSY, TYPE H, NON-PRESSURE HULL ICCP, 150 FT.

• Specific Part Numbers (PN) and other identifiers are listed for the required items (e.g., PN: BW3-1A09980-501, EBPN 19-87-0301D, MBT NPH REF CELLS/ANODES).

• Offerors are required to submit descriptive literature, a technical spec sheet, and/or proof of traceability to demonstrate how their quotation meets the required specifications. Failure to provide this information may result in the quotation being deemed technically unacceptable.

• The requirement is brand name mandatory to LEIDOS. Quotations for different manufacturers will not be considered for award.

• The FSC Code is 6150 and the NAICS code is 335311.

• The Small Business Standard is 800 employees.

• This requirement is being processed as Unrestricted.

• Evaluation criteria is Lowest Price Technically Acceptable (LPTA).

• Vendor responsibility will be determined using PPIRS and screened in accordance with FAR 9.104.

• Offerors must complete and include provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019 with their offer.

• The solicitation closes on May 6th, 2026, at 9:00 AM HST.

• Quotations should be submitted via email to kailie.m.thomas.civ@us.navy.mil.

• Quotes must include price(s), FOB point, Cage Code, contact information, GSA contract number (if applicable), business size, and preferred payment method (GCPC or WAWF).

• Payment terms are Net 30 Days AFTER acceptance of material.

• This requirement is processed as Unrestricted.

• Offerors must be registered in the System for Award Management (SAM) database.

• FOB Destination shipping is required to PEARL HARBOR NAVAL SHIPYARD IMF, 667 SAFEGUARD STREET, BLDG 167-1 RECV, PEARL HARBOR, HI 96860-5033, UNITED STATES.

• Vendors must list the country of origin for each line item.

Amendment / Modification

This document provides an addendum to the evaluation criteria for the "Commercial Product and Commercial Services" solicitation.

• Evaluation Factors: Clarifies the evaluation process, emphasizing that technical capability will be evaluated first.
• Technical Ratings (Table 1): Defines "Acceptable" and "Unacceptable" ratings for technical capability, requiring vendors to demonstrate adherence to technical specifications and provide exact items requested.
• Price Evaluation: States that only quotes with "Acceptable" technical capability will be evaluated for price. The lowest priced, technically acceptable offer will be selected.
• Contractor Responsibility: Notes that potential contractors will be screened per FAR 9.104.
• Delivery: Quotes must meet the required Delivery Date (RDD) or propose an alternative nearest to the RDD using expedited means.
• Options: Explains that the total price of options will be added to the basic requirement for award evaluation, and unbalanced option prices may lead to unacceptability. The Government is not obligated to exercise options.

Vendors must ensure their technical approach clearly meets the solicitation requirements to be considered for price evaluation. Failure to meet technical specifications or provide exact items may result in an "Unacceptable" rating, precluding price consideration. Offerors proposing less than the entire effort may also be deemed unacceptable.
