Submission & Evaluation
Quotes can be submitted electronically via the SAM website. However, for a bid to be deemed responsive, a signed and completed solicitation must be submitted via email or fax to Karl Lindley (karl.lindley@dla.mil). Bidders must ensure applicable boxes in clause 52.204-24 (2)(d) (1) and (2) are checked. Evaluation will prioritize technical acceptability, followed by price and past performance.
