This is a combined synopsis/solicitation for commercial items, posted as a sole source requirement in accordance with FAR 5.102(a)(1). The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast (DHACA-HCD-SE) intends to award a firm fixed price sole source contract to Sparklight (part of Cable One) for Cable TV and Cable Modern Services at Naval Hospital Beaufort and Marine Corps Recruit Depot Parris Island (MCRD). Sparklight is identified as the only responsible source capable of providing these services due to existing infrastructure and franchise agreements, and procuring from another source would likely result in duplicated costs and delays.

• Provision of Cable TV and Cable Modern Services.

• Supply of all necessary equipment and materials, including wiring, modems, and cable boxes.

• Services required at six specific locations within Naval Hospital Beaufort and MCRD Parris Island.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: Base Year (05 Aug 2026 – 04 Aug 2027) with five Option Years (extending through 07 Oct 2031, including FAR 52.217-8).

• Contract Financing: No contract financing will be provided.

• DPAS: Not applicable (N/A).

• Proposals or quotes are not being sought as this is a sole source requirement.

• This is a sole source requirement, not open for competitive proposals.

• An attachment titled "Performance Work Statement" is referenced.

• Numerous FAR and DFARS clauses are incorporated by reference, including those related to System for Award Management, Representations and Certifications, Safeguarding Covered Defense Information, and NIST SP 800-171 Assessment Requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Cable TV and Cable Modern (Internet) Services for Naval Hospital Beaufort and Marine Corps Recruit Depot Parris Island (MCRD) in Beaufort, South Carolina.

• Provide all necessary personnel, equipment, supplies, tools, materials, and supervision for cable television and cable modern services.

• Includes providing materials such as wiring, modems, and cable boxes.

• Services are non-personal, meaning the Government will not exercise supervision or control over the contractor's personnel.

• Cable Service (TV): 95% acceptable quality level, assessed via random annual inspection.

• Internet Service: 95% acceptable quality level, assessed via random annual inspection.

• Invoicing: 100% acceptable quality level, assessed via monthly inspection.

• Period of Performance: One (1) base year (12 months) with four (4) twelve-month option years and one (1) six-month option period.

  • Base Year: 05 August 2026 – 04 August 2027
  • Option Years 1-4: 05 August 2027 – 04 August 2031
  • Option Period 5: 05 April 2031 – 07 October 2031

• Place of Performance: Naval Hospital Beaufort and Marine Corps Recruit Depot Parris Island (MCRD), at NAS Beaufort, South Carolina.

• Contractor personnel must comply with installation, facility, and area commander access and security policies.

• Contractor personnel must possess valid U.S. driver's licenses if operating vehicles.

• Contractor personnel must be able to understand, read, write, and speak English fluently.

• Contractor must provide a safe working environment and comply with all applicable safety laws and regulations.

• Contractor is responsible for any damage to Government property due to negligence.

• Contractor must respond to all service outages within two (2) to four (4) hours.

• Contractor vehicles must be clearly identifiable.

• Contractor shall not place advertising on Government property.

• Contractor must report mishaps and injuries according to specified Navy and Marine Corps procedures.

• Contractor employees must maintain a professional appearance and comply with local policies.

• Government will provide televisions and compatible universal cable boxes.
