Attachment / Terms and Conditions

This document, "Attachment 1 - Terms and Conditions," outlines the contractual terms and conditions applicable to any order awarded as a result of the solicitation. It supersedes all other terms and conditions and constitutes acceptance of the order upon acceptance by the vendor.

Justification for Other Than Full and Open Competition

This document justifies the U.S. Coast Guard's (USCG) intent to procure Data Bus Cable Sets on a sole source basis directly from the Original Equipment Manufacturer (OEM), S W Interconnect Inc. These cables are required for testing the 1553 wiring for the C130 aircraft.

• Procurement of Data Bus Cable Set, Part Number DNT3003/1.

• Quantity: 4 each.

• Intended Use: Testing 1553 wiring for the C130 aircraft.

• S W Interconnect Inc. is the only USCG Engineering approved source with the technical data capable of manufacturing and distributing the Data Bus Cable Set.

• The test equipment was specifically designed for the C130 aircraft to test 1553 wiring, and no other known substitute meets the agency's needs.

• S W Interconnect Inc. owns all rights to the manuals, technical data, performance specifications, and drawings required for manufacturing.

• Proprietary rights to the technical data necessary for servicing are not owned by the Government nor licensed to other commercial sources.

• A combined synopsis/solicitation will be posted on www.sam.gov.

• All responsible sources may submit a capability statement, proposal, or quotation.
