This document is a combined synopsis/solicitation (RFQ) for the "Installation of SCIF Card Reader" at Building 350, Robins AFB, GA. The acquisition is a total small business set-aside.

• Installation of a SCIF card reader on the main conference room door in Building 350.

• Work is to be performed in accordance with the Statement of Work (SOW) dated March 2026.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: May 4, 2026, to May 4, 2027.

• Delivery Date: On or before June 15, 2026.

• Quotes must be emailed to Nicole Fields (nicole.fields.2@us.af.mil).

• Offer Due Date: April 24, 2026, at 3:00 PM EST.

• Vendors must complete and sign the solicitation document and return it with their quote.

• Evaluation will be based on Technical Capability and Price.

• This acquisition is a 100% set-aside for small businesses.

• Only quotes submitted by small business concerns will be accepted.

• NAICS Code: 561621 (Security Systems Services).

• PSC Code: N063 (Alarm and Signal Systems).

• Payment will be made via Wide Area WorkFlow (WAWF).

Statement of Work (SOW) / Performance Work Statement (PWS)

To install one (1) TS Wall Mount Government Reader and one (1) ScramblePad with associated hardware onto an existing entry/exit point in Building 350, to provide enhanced security measures and restrict access to authorized personnel. This acquisition supports the United States Air Force (USAF) Operational Security (OPSEC) requirements.

• Install one (1) TS Wall Mount Government Card Reader.

• Install one (1) TS ScramblePad Network (PoE) Terminal.

• Install associated battery and installation hardware/cables.

• Integrate the new reader with the existing RAFB security system (WIN-PAK) and software (Identiv uTrust Velocity). Interface compatibility is mandatory.

• Provide one (1) year of maintenance for the reader.

• Ensure the work area is clean and free of debris upon completion, reinstalling or returning any removed items to their original location.

• All parts and materials must meet industry standards and consider aesthetics such as color and texture.

• Contractor must comply with all security regulations and directives, including DoD 5220.22-M and AFI 31-101.

• Contractor personnel must possess appropriate security clearances.

• Contractor personnel without clearances will be escorted 100% of the time.

• Use only secure communications methods for classified/sensitive information.

• All personnel require valid identification and may be subject to background checks for installation access.

• Place of Performance: Robins Air Force Base (RAFB), Georgia, specifically Building 350, Main SCIF Conference Room D entry/exit point.

• Standard Work Hours: Monday – Friday, 0730 – 1700, excluding federal holidays. Extended hours may be permitted with prior approval.

• Contractor must be an authorized dealer and Certified by HID Global.

• Only certified technicians may provide installation, technical support, and maintenance.

• Contractor must provide all required personal protective equipment (PPE) for their personnel.

• Government will not provide any property, equipment, parts, or material.

• Contractor personnel must wear visible identification at all times on Robins AFB.

• Contractors are not authorized to take photographs of defense articles or facilities without permission.

• Contractors shall not take cameras or recording devices into classified areas or FOD critical areas.
