This is a combined synopsis/solicitation for commercial items to procure contractor support for the addition of two access control readers in Mitscher Hall at the United States Naval Academy (USNA). The government intends to negotiate a Firm, Fixed Price contract with only one source, Convergint Federal, under the authority of FAR 6.103-1. This announcement constitutes the only solicitation; a written solicitation will not be issued.

• Provision of required access control readers as detailed in the Statement of Work (SOW).

• No questions will be accepted. Oral communications are not acceptable.

• All responsible sources may submit a quote.

• Quotes must explicitly confirm the quoter can meet all Technical Requirements and provide all Deliverables.

• The quote shall clearly indicate the capability to meet all specifications and requirements.

• Evaluation will be based solely on price.

• This is a sole-source notice under FAR 6.103-1. However, all bids, proposals, or quotations received by the closing date will be considered.

• Quoters must be registered in the SAM database to be considered for award.

• The solicitation incorporates provisions and clauses in effect through FAC 2025-06 and DFARS Publication Notice 20251110.
