CAD Vectorization Blanket Purchase Agreement

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format
in FAR Subpart 12.6, as supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being requested and a written solicitation
will not be issued.
Solicitation W9127N26QA004 is for the establishment of multiple Blanket Purchase agreement for CAD
Vectorization services. The Contractor shall provide all personnel, equipment, tools, materials, software,
supervision, and other items and services necessary to perform CAD services as defined in the attached
Performance Work Statement (PWS) for the Hydroelectric Design Center (HDC) US Army Corps of
Engineers (USACE). Drawing types include civil, structural, mechanical, and electrical disciplines. The
focus of the requirement is accurate, high production CAD work services and should not be confused with
design services.

The following solicitation is issued as a Request for Quote (RFQ), and the solicitation document and
incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.
This solicitation is advertised as Small Business Set Aside under NAICS Code 541340, Drafting Services with a Small
Business Size Standard of $9,000,000.00. All prospective offerors must be registered in the System for
Award Management (SAM) at www.sam.gov to be eligible for award. Lack of active SAM registration
will make an offeror ineligible for award.

The Government requests pricing for CAD Vectorization services in Attachment 1 – BPA Bid Schedule,
in accordance with Attachment 3 – CAD Vectorization Services PWS.
Period of Performance: The period of performance is five years from date of agreement award
Submissions: Quotes are due no later than, 21 November 2025, at 12:00 PM PST. Offerors are
responsible for verifying receipt of their quotes to this office before the offer due date and time.

52.212-1 INSTRUCTIONS TO OFFERORS–COMMERCIAL ITEMS (JUL 2021) –
ADDENDUM
Proposals shall include the following:

4. Quote – Enter pricing information on Attachment 1 - BPA Test and Sampling Pricelist. All quotes shall
include the following:
a. Completed Attachment 1 – BPA Bid Schedule
b. Confirmation that they will accept Government Purchase Card (GPC) for over the phone
payment.
52.212-2 EVALUATION – COMMERICAL ITEMS (OCT 2014)
(a) The Government will award multiple blanket purchase agreements resulting from this solicitation to
the responsible offeror’s whose offer conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Acceptability – Evaluation of the technical acceptability of a quote will be based upon
conformance with the Performance Work Statement. This factor will be a Pass or Fail, with a
conforming quote receiving a Pass and a non-conforming quote receiving a Fail rating.
2. Price – Quoted price will be evaluated for reasonableness and conformity with the solicitation.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful
offeror within the time for acceptance specified in the offer, shall result in a binding contract without
further action by either party. Before the offer's specified expiration time, the Government may accept an
offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of
withdrawal is received before award.
(c) The Government intents to award up to five Blanket Purchase Agreements through this solicitation.
