Statement of Work (SOW) / Performance Work Statement (PWS)

To perform landscaping work in the Markey National Courts Complex courtyard.

• Implement landscaping plan with associated plants as indicated in Design Drawings.

• Both Phase 1 and Phase 2 plantings are to occur simultaneously.

• Contractor is responsible for obtaining necessary licenses and permits and complying with all Federal, State, and municipal laws, codes, and regulations.

• Contractor is responsible for relocating electrical and/or mechanical building system components as necessary.

• Deliver the project on time and within budget.

• Complete the project with no security violations or safety incidents.

• Establish and maintain positive relationships with tenants, public authorities, and the neighborhood.

• Ensure a safe work environment for workers, employees, and visitors.

• Provide timely reports and communications.

• Ensure all sensitive documents are handled, archived, and destroyed according to project procedures.

• Follow all facility security requirements.

• Period of Performance to be noted in the award.

• Work is expected to be installed as soon as possible after award.

• Project close out no greater than 30 days after Substantial Completion.

• Location: 717 Madison Place, NW, Washington, DC 20439.

• Site visit required prior to submitting a bid; a non-disclosure agreement must be signed.

• Work may occur during business hours (courtyard open weekdays 7:00 am to 7:00 pm).

• Loading and unloading of materials will be from H Street; no onsite contractor parking.

• The building must remain fully operational throughout the project with no disruption to tenant operations.

• All work areas must be kept clean and free of dirt, trash, and debris, and cleaned at the end of every workday.

• Work shall be sequenced to minimize disruption to building occupants and activities.

• Contractor shall coordinate all work activities with the Court for security and access.

• Adequate dust control and floor finish protection measures must be employed.

• All workers will go through security screening daily.

• Tools, carts, and materials must remain under control and attended.

• Refer to attached NCB Contractor Access Requirements document.

• All Government property displaced, altered, or damaged must be restored to its original condition at no cost to the Government.

• Contractor shall collect information as needed regarding maintenance of existing equipment.

• A thorough survey of existing conditions, building, perimeter security, and roadway access is required.

Solicitation / RFP / RFQ

This Request for Quotation (RFQ) is issued by the United States Court of Appeals for the Federal Circuit to solicit bids for landscaping services at the Markey National Court Complex, located at 717 Madison Place NW, Washington, DC, 20439.

• Provide landscaping work in the Markey National Courts Complex courtyard.

• The Statement of Work (Attachment 2) provides detailed requirements.

• Work must be completed within two weeks of commencement.

• Planting materials requiring longer lead times must be noted in the bid.

• The Period of Performance will be noted in the award.

• Site Visit: Mandatory for all bidders. Scheduled for 9:00 AM on 4/23/2026. RSVP required via email to FASS_Helpdesk@cafc.uscourts.gov by the specified deadline. An NDA will be provided and must be signed and returned prior to the site visit.

• Questions & Clarifications: Email questions to finance_procurement@cafc.uscourts.gov by 12:00 PM EST on 4/24/2026. Written responses will be provided only if answers affect the SOW or significant project details.

• Quotation Submission: Submit quotes electronically no later than 12:00 PM EST on 04/30/2026. Quotes must include all applicable costs (site protection, delivery, installation). The quote must be in searchable PDF format and not exceed 20 pages.

• Evaluation: Award will be made based on the lowest priced, technically acceptable offer.

• Past Performance: A detailed summary of past performance (last 3-5 years) is required, including project descriptions, dates, client references, and measurable outcomes. Failure to provide this may result in disqualification.
