• Quotations must be submitted electronically no later than 12:00 PM EST on May 6, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To fabricate, install, remove, and pack for storage patriotic decorations for the United States Court of Appeals for the Federal Circuit.

• Fabrication, installation, removal, and packing of patriotic decorations including banners, buntings, and flags.

• Installations are to be performed from the exterior, with no interior access to window locations.

• Contractor must coordinate permits and access with the City and other authorities, with assistance from the Court for Secret Service coordination.

• Specific materials required include durable, weather-resistant fabrics (polyester, nylon, or PVC mesh) suitable for outdoor conditions.

• Anchoring methods must be as non-invasive as possible, utilizing ties and clips where feasible. Historic preservation guidelines must be followed.

• At installation conclusion, all items must be removed and packed into durable bins, labeled with contents.

• Installation is planned to begin around Memorial Day, May 25, 2026 (exact date TBD after award).

• Decorations are to remain in place until Labor Day, September 7, 2026.

• Project close out is to be no more than 30 days after Substantial Completion.

• Contractor is responsible for obtaining all necessary licenses and permits and complying with all applicable laws and regulations.

• Contractor must coordinate all work activities with the Court to ensure proper security and access arrangements.

• Work must be performed outside of business hours (6:00 p.m. - 11:30 p.m. weekdays, 8:30 a.m. - 3:30 p.m. Saturdays/holidays) to avoid disruption to court operations.

• HSPD-12 clearance or supervised escort is mandatory.

• All personnel must be pre-approved weekly.

• Historic preservation compliance is required for all work.

• A non-disclosure agreement must be signed prior to any site visit.

• Contractor must follow NCB Contractor Access Requirements, including specific submission deadlines, working hours, and security protocols.
