Scope of Work
The requirement is for a software license solution that integrates both a flying hours management program and a fuel management transaction program for the 55th Operations Support Squadron. Key requirements include:
- General Requirements: Secure, web-based application within a .MIL cloud environment with an existing Authority to Operate (ATO), Air Force System of Record status, and DoD-identified authoritative data source. The contractor must provide certified developers and trainers, and the program must be updatable.
- Flying Hours Management Program (FHPM): Tools for collaboration, forecasting, tracking, and management of flying hours. Features include tracking actual vs. forecasted hours, funding, distribution, realignment, error identification, trend analysis, Mission Codes validation, automated monthly execution reports, and presentation-ready products.
- Fuel Management Transaction Program (FTPM): Support for WRDCO and the 55th Wing fleet at Offutt AFB, NE, and Davis-Monthan, AZ. Capabilities include digital signatures (per AFI 11-253), program overview grid, centralized data import and validation (including weekly EEBS data), maintenance of transaction data history, automated alerts for over-fueling/duplicate transactions/over-billing, and reconciliation for the entire 55th WG fleet.
