Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Calcium Hydroxide chemical product and delivery services to NAVFAC FE, Yokosuka Solid Waste Incineration Plant, Building# 1829, at Yokosuka Main Base in the CFAY.

• Furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and incidental engineering necessary to provide the specified services.

• Work to be performed at NAVFACFE Yokosuka Solid Waste Incineration Plant, Building# 1829.

• Deliveries to be made to the Government's 10-ton tank at Bldg. 1829, NAVFAC-FE Yokosuka.

• Deliveries to be made at least three times per month, starting from the month designated by the Government POC via the COR.

• The chemical product, Calcium Hydroxide, must conform to Japanese Industrial Standards JISR-9001 Tokugou (i.e. Yoshizawa Lime Industry Co., Ltd.'s Industrial Hydrated Lime) in compliance with JIS-R-9001 Special Grade (NAVFAC-FE AUL# 3085) or Equal.

• Transportation and transfer of supplies are subject to "Poisonous Substance Act" and "Pharmaceutical Law" regulations in Japan.

• Term of contract: 36 months after the date of contract award.

• Project Location: NAVFACFE Yokosuka Solid Waste Incineration Plant, Building# 1829, Yokosuka Main Base in the CFAY, Japan.

• Contractor shall submit a schedule of actual on-site work and repair/replace, inspection work road map.

• Contractor's work shall not interfere with normal Government business.

• Contractor shall provide advance access of all of its work schedules to the Government.

• Key personnel requirements include Project Manager (PM), Quality Manager (QM), and Site Safety and Health Officer (SSHO).

• Contractor must comply with EM 385-1-1 and 29 CFR 1926.16 for safety requirements.

• Environmental Protection Plan (EPP) and other environmental requirements must be followed.

• Submit Material Safety Data Sheet (MSDS) for each item furnished.

• Business Permits, Personnel Certification, Training, & Licensing are required.

• Scope of Work Completion Reports are required.

This solicitation is for the procurement of Calcium Hydroxide Chemical Product and Delivery Services to NAVFAC FE, Yokosuka Solid Waste Incineration Plant, Building# 1829, at Yokosuka Main Base in the CFAY, Japan. The estimated total quantity is 450,300 Kilograms.

• Provision of Calcium Hydroxide Chemical Product and Delivery Services.

• Compliance with DFARS 252.211-7003, Item Identification and Valuation, requiring DoD unique identification or a DoD recognized unique identification equivalent.

• Hazardous material identification and safety data submission as per 52.223-3 and 252.223-7001.

• Compliance with Antiterrorism/Force Protection requirements for Defense Contractors Outside the United States (52.225-7043).

• Pricing Arrangement: Firm Fixed Price.

• Quotes must be priced in Japanese Yen.

• Period of Performance: 01 APR 2026 to 31 MAR 2029.

• Ordering Period: 01 APR 2026 to 31 MAR 2029.

• Inspection and Acceptance Location: Both Destination.

• Evaluation will be based on price alone, with award to the responsive and responsible offeror submitting the lowest price quote that conforms to the solicitation.
