Scope of Work
The contractor will provide a fully functional, regulatory compliant, and safe indoor firing range and classroom facility. Key requirements include:
- Firing Range: Private use for CBP officers/agents (approx. 600 officers, ~8 per session), available Monday-Friday, 6 AM to 2 PM. Must feature a minimum of eight firing points, lighting controls (darkness to daylight), support shooting up to 25 yards, and accommodate 9mm, .40 caliber, 12 gauge, and .223 caliber ammunition (both standard lead and frangible). Shooting lanes must allow dynamic shooter movements, and an automatic, computer-controlled target facing system is required. The range needs a control booth, marked lanes, weapon cleaning tables, and a speaker system.
- Classroom: A facility for CBP use, equipped with a laptop-compatible television and Wi-Fi.
- Maintenance & Safety: Maintain a clean environment adhering to OSHA standards, including an adequate ventilation system with periodic filter changes, lead-free surfaces, and proper disposal of spent ammunition. Separate restrooms, potable water access, and EMS access are also required.
- Logistics: Provide parking for three vehicles and a secure temporary storage area for CBP equipment. An annual Airborne Lead Inspection Report is mandatory.
