Justification for Sole Source
The sole-source justification to Air Techniques International is based on "Restrictive Rights" due to proprietary rights, limited data rights, patent rights, copyrights, or secret processes held by ATI, making them the only source for the required item or service. Additionally, the specific quality systems and scope of work for these services must be certified by a NAVSEA-04 audit team, and other sources have not been authorized by the U.S. Navy METCAL program.
Place of Performance & Special Requirements
Calibration services will be performed at Air Techniques International, Owings Mills, MD, with return shipping to Norfolk Naval Shipyard, Portsmouth, VA. Contractors must obtain a DBIDS card for NNSY access, adhere to strict Portable Electronic Device (PED) policies, and comply with Federal and State OSHA requirements and NNSY-specific safety protocols, including Hazardous Energy Control (HEC) procedures.
