Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Calibration and Metrology Services (CAMS) V, supporting the NASA Johnson Space Center (JSC) Measurement Standards and Calibration Laboratory (MSCL) in Houston, TX. The MSCL provides calibration operations for Measuring and Test Equipment (MTE) primarily for JSC organizations, with support for other NASA centers and Federal Government Agencies.

• The CAMS V SOW requirements will be performed as Indefinite Delivery Indefinite Quantity (IDIQ) requirements, issued as performance-based IDIQ Task Orders (TOs).

• Deliverables will be provided per the Data Requirements Description (DRD), unless otherwise specified.

• Travel, training, and other direct costs for IDIQ requirements will be negotiated on a task order basis.

• IDIQ requirements may change year-to-year and are negotiated annually.

• The Government may request, terminate, or change IDIQ TOs at any time.

• Calibration Requirements (including turn-around times and software management)

• 85% of MTE calibrations to be completed within a 10-day turn-around time (excluding specific holds and outsourced calibrations).

• Contractor shall maintain a Quality Management System (QMS) compliant with ANSI/ISO/ASQ Q9001-2015 and SAE AS9100D.

• Maintain MSCL's ISO/IEC 17025:2017, ANSI/NCSL Z540-1-1994, and ANSI/NCSL Z540.3-2006 accreditations.

• Calibrations to be performed at the MSCL in Building 343, other JSC onsite locations, Ellington Field, or Sonny Carter Training Facility.

• Calibrations for MTE from other NASA centers or Federal Agencies will be shipped to and from JSC.

• Contractor shall comply with numerous applicable documents and agency policies (e.g., ISO, ANSI, JPD, JPR, JWI, NPD, NPR).

• Personnel must be knowledgeable of and comply with federal, NASA, and JSC safety and health requirements.

• IT security compliance and annual training are required.

• Contractor shall manage user access and purchase software licenses for the MET/CAL software suite.

• Contractor shall participate in the NASA Measurement Assurance Program (MAP).
