Evaluation & Award
The acquisition is expected to be a sole-source award to Textron Systems Corporation (Cage Code 97384), the Original Equipment Manufacturer (OEM). This is justified by the OEM's exclusive rights to technical data, unique production techniques, and their status as the only source approved by the USCG's Aircraft Configuration Control Board for these MH-60T components. Award to Textron will be based on fair and reasonable pricing and affirmative responsibility.
However, concerns that are OEM authorized and possess the necessary expertise and capabilities are invited to submit offers. If other responsible sources respond, offers will be evaluated on a Lowest-Priced, Technically Acceptable (LPTA) basis. Technical acceptability will be assessed as "acceptable" or "unacceptable" for OEM calibration services, with only the lowest-priced offer being evaluated first.
